The Ministry of Science and Technology has issued a document responding to voters' opinions from Hung Yen province sent after the 9th Session of the 15th National Assembly.
Voters in Hung Yen province reported that currently, the situation of criminals using 4.0 technology, artificial intelligence (AI) to commit crimes occurs frequently, with increasingly sophisticated tricks.
At the same time, there are continuous calls impersonating police agencies, courts, electricity, tax, banks, social insurance... requesting information to defraud and appropriate people's property. The situation is still complicated.
According to voters, although relevant agencies have implemented many preventive and preventive solutions, this situation continues, especially at the time when our country is implementing the two-level local government.
Voters suggested continuing to strongly direct relevant ministries and branches, especially telecommunications network providers, to find solutions to prevent the use of junk SIM cards, SIM cards without ownership, and the use of virtual phone numbers to commit fraud and appropriate people's property.
Regarding this issue, the Ministry of Science and Technology said that in order to prevent the use of junk SIM cards and non-owner SIM cards to commit fraud and appropriate people's property, the ministry has advised the Government to submit to the National Assembly for approval the 2023 Telecommunications Law (effective from July 1, 2024), in which it is added that businesses must be fully responsible for authenticating, managing subscriber information, and handling SIM cards with incomplete and inaccurate information.
The Ministry of Science and Technology has also advised the Government to issue Decree No. 163/2024/NDCP dated December 24, 2024 detailing a number of articles and measures to implement the Telecommunications Law in 2023.
In particular, it has stipulated in detail the reception of registration of mobile subscriber information on the ground; authentication of subscriber information, especially requiring all subscribers to only register after having verified information to ensure consistency with the National Population Database, while authenticating via video call... minimizing the situation of pre-activated SIMs.
According to the Ministry of Science and Technology, previously, since 2023, the Ministry has directed and guided network operators to implement many measures to require authentication of registered owners (checking population databases, video calls, ...).
Thereby, businesses have authenticated more than 125 million subscriber information with the population database, thereby processing more than 17 million subscriber information with inconsistent information (11 million standardized, 6 million blocked); completing the review and standardization of more than 9 million subscribers in the possession of 4 SIM/ Documents or more.
A document has been sent to businesses notifying that from April 15, 2024, if violations of junk SIM are detected, the Ministry will suspend the development of new subscribers for businesses.
In the coming time, the ministry will continue to coordinate with the Ministry of Public Security to organize an interdisciplinary inspection team to directly inspect mobile telecommunications enterprises on the management of subscriber information, handling junk SIM of enterprises, thereby strictly handling violations according to regulations.
Research and perfect institutions and laws on management of subscriber information, sanction administrative violations for violations such as leasing and borrowing personal information for registration and use in violation of regulations.
Research solutions to immediately prevent subscribers with signs of taking advantage of telecommunications networks to commit illegal acts.
Continue to increase propaganda and dissemination to raise people's awareness of their responsibility in ensuring the Master SIM on mass media.
