Faced with the particularly serious damage caused by storm No. 11, the Ministry of Finance has decided to urgently issue 2,000 tons of national reserve rice (without collecting money) to support people in Lang Son province to overcome difficulties and stabilize their lives.
According to the decision that has just been issued, the State Reserve Department is responsible for providing 2,000 tons of rice from the national reserve to the People's Committee of Lang Son province to carry out relief work for people facing hunger due to natural disasters.
Lang Son Provincial People's Committee is responsible for receiving, allocating, and distributing to the right subjects and for the right purposes, ensuring publicity and transparency; at the same time, managing, using and reporting support results according to regulations.
The Ministry of Finance emphasized that relief must be carried out promptly and to the right beneficiaries, in order to help people soon overcome difficulties and stabilize their lives after storms and floods.
Due to the impact of storm No. 11, from October 6 to 7, 2025, Lang Son province will have moderate rain, heavy rain, and some places with very heavy rain, with the highest rainfall reaching 285 mm.
The heavy rain caused flooding and landslides in many places, injuring 3 people, more than 5,100 households with collapsed, flooded or landslides; 9 educational institutions were affected; 668 traffic points were eroded and isolated; nearly 3,900 hectares of rice, 1,000 hectares of crops, 30 hectares of fruit trees and 58 hectares of forest were severely damaged.
In addition, 29 electric poles were broken, many areas had power outages, telecommunications were lost, and more than 100 irrigation works were damaged.
The total estimated damage is more than 1,050 billion VND, causing many households to fall into a state of mounting difficulties.
Immediately after the natural disaster occurred, Lang Son province mobilized more than 5,600 officers and soldiers of the military, police, and militia forces, along with 31 boats, 45 cars, 6,000 life jackets, 5,500 life buoys to rescue, evacuate people, and transport relief goods.
The forces evacuated over 16,000 people from the danger zone, supplying about 5 tons of food and necessities to isolated communes, ensuring immediate essential needs.
Faced with the difficulties of people in flooded areas, the Provincial Party Committee, People's Council, People's Committee and Vietnam Fatherland Front Committee of Lang Son province issued an Open Letter calling for support for people in disaster areas, mobilizing agencies, businesses, social organizations and individuals inside and outside the province to join hands to support.

Consecutive storms No. 8, 9.10 (Bualoi) and floods caused by the storm have killed, left missing, and injured 165 people; many houses and production and business establishments have had their roofs blown off and suffered heavy damage. People across the northern mountainous provinces and the central provinces are struggling to cope with floods and heavy losses in human lives and property due to floods and thunderstorms.
