In Bang Ca village, Quang La commune, a mountainous area with a large number of ethnic minorities living, the guidance for people to digitally transform starts from daily needs such as searching for information on the VNeID application or performing online administrative procedures.
The village's community digital technology team has 5 core members from the Party cell, youth union, women's union and police.
Mr. Dang Van Hanh - Head of Bang Ca village - said: "Up to now, more than half of the 530 households in the village have accessed and used digital utilities. Many people initially hesitated to use them because they did not know, now they find it convenient and after a few instructions, they have self-studied and are very excited.
However, popularizing digital skills is still difficult for the elderly and households without network connections. The story in Bang Ca shows that, in order for people to use digital utilities, in addition to devices and transmission lines, appropriate guidance is needed to suit each person's accessibility.
In Quang La commune, from the beginning of 2026 to now, the Commune People's Committee has organized 3 training classes. The content is associated with practical needs such as using online public services, VNeID, digital signatures, non-cash payments; searching for health insurance card information, social insurance participation process and ensuring information security on the network. The Commune Youth Union also organized 6 training sessions on artificial intelligence and digital transformation for more than 300 turns of union members and youth; mobilized more than 150 turns of union members and youth to participate in supporting people to implement online public services at the Public Administration Service Center.
According to a report by the Quang Ninh Department of Science and Technology on the implementation of Resolution No. 57-NQ/TW of the Politburo, the city is maintaining 1,538 community digital technology groups with more than 11,000 members in 100% of villages, hamlets, and neighborhoods. Guidance activities at the grassroots level are being implemented along with the infrastructure expansion process. By July 2026, the rate of households using fiber optic internet reached 97.8%; 4G network coverage reached 99.6% of the population.
By August 2026, Quang Ninh had completed handling 28 out of 36 wave hollow locations under the annual plan.
In the field of public services, Quang Ninh provides online public services for 2,210 administrative procedures under the two-level government. All 1,079 procedures directly related to production and business activities have been provided online.
According to calculations stated in the report, on average, each dossier resolved online saves about 120,000 VND in travel costs and time for people and businesses.
As a result, the savings for society are estimated at about 7 billion VND/month. The level of satisfaction of people and businesses with the resolution of administrative procedures is maintained at about 99%.
