The mountainous commune with special difficulties of Tua Sin Chai province of Lai Chau province was established from the merger of 3 old communes: Tua Sin Chai, Lang Mo, Ta Ngao (old Sin Ho district).
After merging and implementing the 2-level local government model, with the synchronous participation of the political system to community digital technology groups, digital transformation has gradually appeared in people's lives.
Coming to the Commune Public Administration Service Center to apply for a job in Dien Bien province, Mr. Lau A Dong (Ha Vu Chu village) was very satisfied with the service spirit of the commune's cadres and civil servants. According to Mr. Dong, the staff receiving the documents are thoughtful, approachable and friendly. His file was quickly resolved.
From the reception stage to processing and returning results, the process of handling administrative procedures in Tua Sin Chai commune is now gradually being digitized. People can choose to submit their application directly at the center, or send it online via smartphone or computer with an Internet connection.
All documents after receipt are transferred immediately on the system to specialized departments, helping to shorten processing time, avoiding waiting and traveling many times as before.
Digitizing procedures also contributes to transparency of processes, reducing costs for people and creating conditions for cadres and civil servants to work more scientifically and effectively.
As a mountainous commune, many villages in Tua Sin Chai have difficulty in transportation and not all people have smartphones or electronic identification accounts.
Recognizing that, the commune government has flexibly maintained receiving documents directly through the province's public service system to ensure that all people, regardless of the conditions, are served promptly and in accordance with regulations. This is how Tua Sin Chai is concretizing the goal of "Digital transformation for the people, leaving no one behind".

In Den Thang village (Tu Sin Chai commune), people have begun to form a new habit, which is to use the VNeID application to carry out administrative procedures.
With the dedicated guidance of the community digital technology team, many people in the village are familiar with handmade paperwork, now they can quickly complete procedures right on their phone.
Mr. Tan Xa Xoang - a resident of Den Thang village - enthusiastically said that he was instructed by a member of the community digital technology team to install VNeID on his phone to complete administrative procedures. Operations in the digital environment are much more convenient and time-saving.
For many people in Tua Sin Chai, especially the older generation, technology used to be a distant concept. Previously, the phone was simply for listening, calling, and a means to communicate with children and grandchildren going to work far away. Now, with the dedicated guidance of members of the community digital technology team, phones have become tools for people to access public services, from confirmation of residence, submission of documents to procedures.
The community digital technology team is made up of union members, youth, women's union members, farmers... volunteering to become "technology bridges", bringing digital transformation to each household and village. They go to each house, patiently instruct each operation, from creating an identification account, installing the VNeID application to integrating personal documents.
For members of the community digital technology team, each citizen who knows how to use a phone for administrative procedures is a step forward, not only in accessing public services but also in the journey to the future.
Mr. Thao Ha Pao (Nam Kham village, Tua Sin Chai commune) shared that as a member of the community digital technology team, he and everyone often go to each village and household to learn, support people to install, guide the use and integration of personal documents on the VNeID application to facilitate the settlement of administrative procedures.
Despite many difficulties, Tua Sin Chai is trying to keep up with digital transformation. This is a concrete demonstration that digital transformation can completely enter community life if there is consensus and response from the people and determination of local authorities.
