On July 31, information from the Standing Committee of the Lao Cai Provincial Party Committee, the unit has just issued a 100-day Action Plan to handle bottlenecks in digital transformation in the province.
The plan is implemented from July 10 to the end of November 30, 2026.
According to the plan, the province aims to focus on definitively handling difficulties and bottlenecks in digital transformation, creating clear and substantial changes; and at the same time overcoming shortcomings in institutions, infrastructure and digital data, promoting the application of science, technology, and innovation to serve socio-economic development.
The Standing Committee of the Provincial Party Committee requests that the implementation must ensure the principle of "clear people, clear tasks, clear responsibilities, clear authority, clear time, clear results". Each task is only confirmed to be completed when there is a specific product, put into effective operation.
The implementation process takes people and businesses as the center; prioritizing the use of shared digital platforms, strengthening data sharing, ensuring information security, network security and data sovereignty.
The Party Committee and People's Committee of Lao Cai province are assigned to deploy key tasks such as building a common database and data warehouse; developing a Data Integration Center (DC), an Intelligent Operations Center (IOC); deploying 8 major tasks of the province; promoting the application of artificial intelligence (AI) to improve the quality of management, operation and labor productivity.

Along with that, the province will review and improve policies to attract experts and high-quality human resources in the fields of science, technology and digital transformation.
Putting the province's venture capital fund into operation in 2026; completing policies to support innovation and digital transformation in the period 2026 - 2030 and ensuring regimes for specialized forces on digital transformation and network security.
Lao Cai also promotes cooperation with domestic and foreign technology enterprises and corporations, aiming to sign with at least 2 private technology corporations to develop research centers, train human resources and form digital businesses.
In the field of education, training institutions will review programs, prioritize strategic science and technology industries; strengthen digital skills training, innovation capacity and AI application right from the 2026 - 2027 school year.
Communes and wards are required to proactively choose tasks suitable to reality, participate in solving major problems of the province, and promptly reflect difficulties and obstacles in the implementation process.
The implementation progress will be updated regularly on the Provincial Party Committee's monitoring system, as a basis for evaluating the level of task completion of each agency and unit.
