Making identification cards for children under 6 years old along with birth registration and permanent residence

The issuance of ID cards to children under 6 years old from September 1st in the inter-agency process of birth registration, permanent residence, and health insurance card issuance.

The Government has just issued Decree No. 301/2026/ND-CP dated July 30, 2026, amending and supplementing a number of articles of Decree No. 63/2024/ND-CP stipulating the implementation of electronic interconnection of 2 groups of administrative procedures: Birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; registration of death, deletion of permanent residence registration, settlement of funeral fees, death benefits.

Decree No. 301/2026/ND-CP amends and supplements the principles of implementing the electronic interconnection process in the direction of clearly stipulating issues to ensure safety in the implementation of data connection and sharing; stipulates cases when technical incidents occur due to the implementation of electronic interconnection.

At the same time, stipulating the immediate return of results of administrative procedure settlement after completing the settlement of each administrative procedure, not waiting until the completion of the settlement of all procedures in the inter-agency process to return results to ensure convenience for people and organizations.

Regarding the procedure for resolving permanent residence registration dossiers in Clause 2, Article 8 of Decree No. 63/2024/ND-CP, it is amended as follows:

After the Information System for resolving administrative procedures of the Ministry of Justice transfers the electronic copy of the Birth Certificate to the National Public Service Portal, then the National Public Service Portal separates and transfers the electronic dossier (including forms, declarations that the requesting person has declared, electronic copy of the Birth Certificate) to the Residence Management Information System to carry out permanent residence registration.

Information confirming the consent of the household head, legal residence owner, parents or guardians is carried out through the VNeID application or through professional procedures of the police sector.

Notices of the implementation of the confirmation process are sent to the accounts of organizations and individuals on the National Public Service Portal or the VNeID application or sent automatic phone messages from the National Public Service Portal. The confirmation period through the VNeID application does not exceed 5 working days.

In case the dossier is complete and valid: Police officers perform the nghiệp vụ of registering permanent residence on the Residence Management Information System of the police sector.

The time to resolve permanent residence registration is no more than 2 working days from the date of receiving the electronic dossier for cases: Children return to their parents and parents are household heads and also legal resident owners; children return to their parents but parents are not legal resident owners.

For other cases requiring verification according to the provisions of the Law on Residence, the processing time limit is no more than 5 working days from the date of receipt of electronic dossiers and confirmation information through the VNeID application.

In particular, Decree No. 301/2026/ND-CP has supplemented regulations on issuing ID cards to children under 6 years old when the applicant requests an ID card for the child in the inter-connected process of the "Birth registration, permanent residence registration, health insurance card issuance" procedure group.

In which, regulations on the order and method of transferring electronic data between the National Public Service Portal, the Administrative Procedure Resolution Coordination System, the Administrative Procedure Resolution Information System of the Ministry of Justice, the Residence Management Information System and the ID card issuance, production and management system; data synchronization time, time to respond to the status of receiving dossiers between systems to improve the efficiency of coordination and processing of electronic interconnected dossiers; and the integration of information on birth certificates and health insurance cards into ID cards and electronic identification accounts of children in accordance with the law on ID cards.

This Decree takes effect from September 1, 2026.
