Decree 147/2024/ND-CP on Management, Provision and Use of the Internet and Online Information has just been issued by the Government, replacing Decree 72/2013 and Decree 27/2018. It adds conditions for granting licenses to provide electronic game services. Enterprises must meet 11 conditions, including technical, financial, human resources and connection issues.
Video game manufacturers must ensure that players under 18 play a game for no more than 60 minutes a day.
For people under 18 years old playing multiple video games in one day, the time is no more than 180 minutes.
Publishers must have a warning message that "playing more than 180 minutes a day will have a negative impact on your health", this message must be displayed in a visible location on the game's forum and on the device screen at a frequency of 30 times/day during the game.
Previously, Decree 27/2018/ND-CP only stipulated a time limit of 180 minutes and applied to games classified as G1 - meaning there is interaction between many players through the enterprise's server system.
The new Decree expands the regulation on playing 60 minutes per game, and applies to licensing all G1, G2, G3, G4 games (online, offline games, with interaction between players or players with computers).
Enterprises must also have a technical equipment system to ensure storage and full update of player information in Vietnam, including: full name, date of birth, mobile phone number and must authenticate player accounts by mobile phone number.
For persons under 16 years of age, a parent or guardian must register information.
Along with that, game publishers must ensure the conditions of game content: age classification, no simulation of casino games, use of card images or pornographic, violent and unethical actions.
