On March 30, 2026, at the Hac Thanh Ward Conference Center, Thanh Hoa Provincial People's Committee coordinated with the Vietnam Bank for Agriculture and Rural Development (Agribank) to organize the launch ceremony of the smart kiosk pilot model and the system for authenticating and issuing digital copies of electronic documents.

Attending the event were Mr. Nguyen Doan Anh - Secretary of Thanh Hoa Provincial Party Committee, representatives of the Department of Administrative Management of Social Order (Ministry of Public Security), leaders of Thanh Hoa Provincial People's Committee, Agribank Bank, and representatives of provincial departments, agencies, and sectors.
According to the Organizing Committee, Smart Kiosks and digital document authentication and issuance systems are pioneering solutions in the process of administrative modernization. Artificial intelligence (AI) application system and smart identification technology to automate the digital copy issuance process, while supporting the implementation of online public services.
With this model, people can operate directly at the kiosk by scanning original papers. The system will automatically recognize, check validity, verify information and transfer staff to process to issue legal electronic copies in a few minutes. Processing time is significantly shortened, limiting the situation of having to queue as before.
A highlight of the system is the ability to connect with the Ministry of Public Security. People can simultaneously carry out procedures such as birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old on the same interface. Procedures with high demand such as issuing criminal record certificates and re-issuing driver's licenses are also simplified.

The system allows people to send ID photo cards directly from personal phones to kiosks, connect to the National Public Service Portal to submit applications online on the spot. The verification process and issuance of QR code copies only takes about 3-5 minutes, instead of about 15 minutes as before.
For officials, the system contributes to automating procedural guidance and file lookup stages, helping to improve work efficiency by 3-5 times, while still ensuring the safety, confidentiality and legal value of documents. Thanks to that, administrative officials can focus on professional work and improve service quality.
In addition, reducing the use of paper, ink and storage costs also contributes to promoting the building of a green and sustainable administration.
In Thanh Hoa, from March 31, 2026, people in 10 pilot units will directly experience this model. Specifically, the model is implemented at the Provincial Public Administrative Service Center and 9 centers in communes and wards including: Hac Thanh, Ham Rong, Dong Son, Dong Quang, Dong Tien, Sam Son, Trieu Son, Hoang Hoa, Kim Tan.

Speaking at the ceremony, Mr. Mai Xuan Liem - Vice Chairman of Thanh Hoa Provincial People's Committee emphasized that the kiosk system is an AI application solution in authenticating and issuing digital copies of electronic documents, allowing people to digitize documents, digitally sign and receive results quickly, without paper records.
To make the system operate effectively, leaders of Thanh Hoa Provincial People's Committee proposed that the Provincial Public Administration Service Center coordinate with relevant units to regularly receive feedback from people, improve the system, and ensure data security and network security. At the same time, strengthen training for commune-level officials to effectively exploit equipment and promptly handle arising dossiers.
After the pilot phase, Thanh Hoa province plans to expand the model throughout the area to create maximum convenience for people in implementing public services.
