According to the Hanoi Department of Construction, from October 24, 2025, the City People's Committee has established a Working Group to carry out tasks on architectural planning and research on the Red River landscape Avenue project.
The working group is responsible for directing the review and assessment of the current situation; making plans; proposing investment policies and component projects; removing obstacles in land, site clearance, and resettlement; at the same time preparing documents and reporting to the Hanoi Party Committee, People's Committee and the Government.
Mr. Phan Truong Thanh, Head of the Finance - Investment Department (Hanoi Department of Construction) said that the Red River landscape Avenue axis is one of the 5 strategic axes that have been specifically expressed in the General Planning of the Capital.
This "super" project has a research scale of about 11,000 hectares, stretching over 40km along the Red River, passing through 16 communes and wards in the area inside Ring Road 4, affecting about 40,000 people, with a total preliminary investment of more than 400,000 billion VND.
The basic planning project has been oriented by the Hanoi People's Committee, with about 8 landscape parks, 12 theme parks, and a total area of over 3,000 hectares.
According to the orientation of the Hanoi People's Committee, the project will be divided into 3 component projects: Component project 1: Site clearance; Component project 2: Construction of the Red River landscape Avenue; Component project 3: Construction of two monorails (one-trail electric ships) running along both sides of the riverbank, each route about 40km long.
The project is expected to contribute significantly to helping Hanoi City achieve 4 major goals: Solving traffic congestion; reducing environmental pollution; urban beautification; and overcoming flooding in the inner city. When completed, the Avenue will connect all overpasses of the Red River.
In addition, the project will also study the construction of additional bridges or tunnels across the river, depending on the planned location.
It is known that the Hanoi People's Committee aims to start the project in early 2026 and complete it before 2030.
