The program is chaired by Ho Chi Minh City Police, with the coordination of Quang Trung Software Park (QTSC). The event will take place continuously for 5 days from December 22 to December 26, 2025.
In the context of 2025, cybersecurity threats are rapidly increasing in both scale and sophistication in creating malware, deepfake and automating attacks. In the third quarter of 2025 alone, Vietnam recorded more than 547,000 DDoS attacks double the same period last year, nearly 4,000 scam domain names and more than 500 million leaked data records.
Along with that, cyber attacks are strongly shifting from traditional techniques to the application of advanced technologies such as artificial intelligence (AI), machine learning (ML) and deep learning (DL). These technologies allow attackers to automate the process of scanning, exploiting vulnerabilities, deceiving defense systems and adjusting strategies in real time, causing defense models based on static rules and manual responses to increasingly reveal many limitations.
Faced with increasing challenges, organizing cybersecurity drills has become an urgent requirement. Through scripts that closely follow reality, the drill activities help the system management evaluate incident response capabilities, review the effectiveness of security policies and processes, early detection of weaknesses and vulnerabilities, and at the same time improve coordination capacity and readiness of personnel when incidents occur.

Cyber information security is not only a technical issue, but has become a content associated with national sovereignty in the digital space, affirmed in the 2025 Law on Cyber Security and Resolution No. 57-NQ/TW of the Politburo.
Speaking at the opening ceremony, Colonel Bui Thanh Truc, Deputy Director of Ho Chi Minh City Police, said that the goal of this year's exercise is "Information reception and response portal system for people, businesses and organizations in Ho Chi Minh City", with the purpose of:
- Improve the capacity to detect and respond to incidents, practice the skills of technical teams in analyzing, investigating and handling real-life attack situations;
- Check the effectiveness of the multi-layered defense system being deployed for the city's key information systems;
- Through practical exercises to continue perfecting the practical coordination process between relevant departments and agencies when information security incidents occur; at the same time, meeting the requirements of compliance with legal regulations on periodic exercises according to Circular 03/2017/TT-BTTTT and Decree 85/2016/ND-CP.
Taking place in parallel with the drill program, Ho Chi Minh City Police deployed a training program to improve information security incident response capacity for more than 1,000 IT-professional personnel (leaders, officers, civil servants, and public employees) in 168 localities in a direct form at 3 concentrated and indirect halls via online television to 168 localities.
In addition, during the training and drill activities. The National Cyber Security Association - Southern Branch (NCA) coordinated to organize the 2025 cybersecurity and technology solution exhibition area to introduce new solutions, platforms and application models in the field of cybersecurity.
