Data-based operational capacity and technology application
At the exchange and knowledge update for members of the 14th Party Central Committee at the Ho Chi Minh National Academy of Politics held on September 16, Politburo member, Prime Minister Le Minh Hung focused on analyzing 7 main content groups, which are also 7 important factors in the Government's operating capacity, including the capacity to operate based on data and technology application.
Identifying the development of strategic technology as a key task; developing research and testing center infrastructure, key laboratories is an urgent requirement.
Ministries and ministerial-level agencies urgently review and complete institutions, digital infrastructure, data and organize the deployment of databases under their management; be responsible to the Prime Minister for the progress and quality of data, ensuring data is accurate, complete, clean, viable, unified, shared, connected, and synchronized with the National Data Center (DLQG).
Currently, the DLQG Center is the asset of the nation and of the Government, serving the operation of the entire political system. According to the motto "Correct, sufficient, clean, living", data must be unified and shared throughout the political system. The DLQG Center, ministries, branches and databases of ministries, branches, and localities are a unified and inseparable whole; The Center can only operate effectively when ministries, branches, and localities closely coordinate, ensuring that data is built, connected, shared uniformly, and at the same time meet the requirements of security and system safety.
Realizing the principle of data replacing paperwork
Digital data is becoming a governance platform, helping the government operate more effectively, improving the quality of service for people and businesses.
According to Major General Nguyen Ngoc Cuong - Director of DLQG Center, DLQG Center No. 1 is built and operated according to international standards at the highest level, achieving Uptime Tier IV and ANSI/TIA-942-C Rated 4; and also achieving LEED Gold for green buildings, efficient energy use. These are certificates belonging to the highest group among data center standard systems widely applied in the world.
The Center has coordinated with ministries, branches, and localities to focus on building, standardizing, connecting and synchronizing DLQG and specialized facilities to the DLQG Center. To date, 73 databases have been connected, with about 524 million data records. Based on the connected database, the Center has coordinated to review each administrative procedure, identify documents and dossier components that can be replaced by data, thereby gradually realizing the principle of "data replaces paper", reducing time and costs for people and businesses.
Also according to Major General Nguyen Ngoc Cuong, the Center has focused on completing and operating the National Public Service Portal from May 29, 2026, ensuring stability, smoothness, and safety; and at the same time deploying common integrated and coordinated platforms to support ministries, branches, and localities to provide unified public services. To date, there have been over 26.6 million online applications; 534 procedures have been reduced or replaced with data components, and 224 procedures have been abolished.
Major General Nguyen Ngoc Cuong said that the Center is focusing on building an ecosystem for exploiting and developing data value. In which, striving to soon announce the national blockchain platform, creating a reliable infrastructure to serve authentication, traceability, sharing and development of applications based on blockchain technology; announce the national DLQG platform, gradually forming market infrastructure for the provision, exchange, and transaction of data products and services according to regulations.
