From July 1, 2026, the 2025 Construction Law officially takes effect. This Law stipulates construction activities; rights, obligations, and responsibilities of agencies, organizations, and individuals in construction activities and state management of construction.
Notably, this law has clearly stated the construction of a national information system and database on construction activities.
In which, the national database on construction activities is stipulated as the foundation for deploying digital transformation activities in construction management.
Data and information in the national database on construction activities are provided as original references for lookup and exploitation to carry out procedures related to urban and rural planning activities; construction activities; construction, promulgation and review, updating construction norms, construction prices and construction price indexes; construction and promulgation of national technical regulations under the management scope of the Ministry of Construction.
Other procedures and activities related to construction investment in accordance with the law.
In addition, the information system and national database on construction activities must be deployed and built during the implementation of administrative procedures related to construction activities and must be updated regularly.
At the same time, ensuring synchronous connection with national databases on land, planning and national databases, other relevant specialized databases; ensuring to serve management and administration work; meeting the requirements of publicity, transparency, and information access rights of agencies, organizations and people.
The Government shall specify the construction, management, operation, exploitation, and use of the national information system and database on construction activities.
