On September 7, information from the People's Committee of Khanh Hoa province said that the locality has just issued a plan to deploy a plan to connect and share data between security and order surveillance camera systems, violation handling, and traffic control with the National Population Database and the Provincial Smart City Monitoring and Operation Center.
Accordingly, Khanh Hoa will continue to complete and upgrade the camera system in the area in a synchronous, modern direction, capable of exploiting, connecting and sharing data in accordance with the common architecture of the country.
One of the key objectives is to establish a connection system, integrate and exploit image, video monitoring data, image analysis data and event data from camera systems.
Data is transmitted, stored safely and shared controlled with the Smart City Monitoring and Operation Center according to legal regulations.
The system also aims to strengthen real-time monitoring capabilities, promptly detect, warn and respond quickly to situations related to security, order, traffic safety, fire prevention and fighting, rescue and relief.
Notably, camera data will be integrated controlled with the National Population Database and the electronic identification and authentication platform, serving verification, comparison, handling of violations and state management according to their authority.
The plan is implemented in 3 phases. Phase 1 will be completed in September 2026, focusing on surveying and assessing the current status of the camera system, building standards and technical regulations, and completing the overall architectural model.
Phase 2 is implemented from October 1, 2026 to December 31, 2027, organizing the integration of surveillance camera systems, connecting with the National Population Database and sharing data with the Smart City Monitoring and Operation Center to serve state management, ensure security and order and socio-economic development.
From 2028, Khanh Hoa will expand the connection of camera systems invested in the form of socialization, including cameras of organizations, businesses, business establishments and households, according to an agreement mechanism. The connection must ensure regulations on information security, safety and protection of personal data.
The Provincial Police are assigned to preside over many tasks, including surveying the current situation, coordinating the implementation of investment projects, upgrading the camera system and developing integrated and data sharing plans.
The plan also requires the connection of cameras of people and businesses to be carried out on the principle of voluntariness, for the right purpose, ensuring information security and complying with the law on personal data protection.
