The Government has issued Decree 217/2026/ND-CP (effective July 1, 2026) detailing a number of articles of the 2025 Construction Law on construction activity management. In which, Article 60 of this Decree stipulates the dossier for applying for a construction permit for individual houses. Specifically:
Article 60. Dossier requesting a construction permit for individual houses
1. Application for a construction permit according to the provisions of Form No. 01 Appendix II issued together with this Decree.
2. One of the legal land documents for issuing a construction permit as prescribed in Article 55 of this Decree; written opinion of a provincial-level cultural specialized agency (if required by law on cultural heritage).
3. Construction design documents:
a) For individual houses of households and individuals: accompanying set of construction design drawings; results of administrative procedures according to the provisions of law on fire prevention and fighting and rescue (if required); Report on the results of construction design appraisal in cases where construction law requires, including: drawings of the construction site on the land plot accompanied by a project location diagram; drawings of the floors, vertical faces and main sections of the project; drawings of the foundation surface and foundation sections accompanied by a connection diagram of the technical infrastructure system outside the project including water supply, drainage, electricity supply; commitment to ensure safety for adjacent projects;
b) For individual housing projects of organizations: set of construction design drawings in construction design dossiers deployed after the project is approved or construction drawing design for projects only requiring the preparation of an approved economic - technical report according to the provisions of law on construction accompanied by the results of administrative procedures according to the provisions of law on fire prevention and fighting and rescue (if required); Report on the results of construction design appraisal in cases where construction law requires, including: drawing of the construction site on the land plot accompanied by a project location diagram; drawing of the floors, vertical surfaces and main sections of the project; drawing of the foundation surface and foundation sections accompanied by a diagram of connection to the technical infrastructure system outside the project including water supply, drainage, electricity supply; commitment to ensure safety for adjacent projects.
