Proposal to remove bottlenecks for private enterprises
Most private enterprises are currently small and micro-sized, accounting for about 97%. Mr. Le Huu Nghia - General Director of Le Thanh Construction Trading Company Limited - said that in the past, the State has encouraged businesses to innovate, but many businesses are still hesitant about the legal corridor.
"Administrative reform needs to be solid, concretized, not general. The problems of enterprises need to be assigned to specialized units to thoroughly resolve. We hope to assign the task to an agency with primary responsibility and that agency's staff must make quick decisions. However, currently, agencies often ask for each other's opinions, leading to a prolonged time" - Mr. Le Huu Nghia shared.
In addition, small and medium-sized enterprises need to be given the opportunity to take advantage of existing land funds, said Mr. Nguyen Viet Toan - Chairman of Tan Phu Business Association, Ho Chi Minh City. Small and medium-sized enterprises are having difficulty accessing land and applying for construction permits. Therefore, the proposed policy allows increased construction density, helping these enterprises effectively take advantage of existing land funds.
Regarding import tax, currently, import tax on components and technology machinery of manufacturing and manufacturing enterprises is still very high. Therefore, Mr. Nguyen Viet Toan proposed to reduce import tax on components and technology machinery to create conditions for these enterprises to participate in the global supply chain and have opportunities for creativity.
Countries such as Malaysia, Singapore, and China have had a concentrated production model in factories with an area of 200-300m2, even high-rise buildings but operating effectively. Therefore, it is proposed that Vietnam also needs to build a similar model to support production and manufacturing enterprises. Need to assess the situation correctly
Commenting on the unsatisfactory development of the private economic sector, Dr. Nguyen Duc Kien - former Head of the Prime Minister's Economic Advisory Group - pointed out two main reasons.
First of all, from the State side, the management apparatus in ministries and local governments has not really transformed according to the socialist-oriented market economy model. Many ministries still maintain the mechanism of asking - giving, directly intervening in the management and capital mobilization activities of enterprises. At the provincial level, important resources such as land are still in the form of asking - giving, without taking the management goal towards efficiency and the overall development of the country.
Second, from the business side, most of them are small, micro and small enterprises and individual business households, leading to low production and business efficiency and limited participation in the value chain. According to Dr. Kien, the main reason is the starting point from the family business model, outdated management methods, limited capital mobilization capabilities, along with a shortage of knowledge and human resources to access new technology.

The most important thing is to change social awareness of the private economy. The State needs to have a more open approach and protect businesses and entrepreneurs from unjustified public opinion. On the contrary, businesses must also proactively abandon informal thinking, towards modern governance" - Dr. Kien emphasized.
For the private economic sector to develop to its full potential, there needs to be synchronous changes from both the State and businesses. Only when there are changes from both sides will the private economy truly become an important driving force for the sustainable development of the country.
Enterprises need capital, institutions and a long-term vision

First, building a long-term strategic vision. The government needs to announce a 10-50-year development strategy, identify priority areas such as high technology, renewable energy or smart manufacturing, and have specific support policies on land, taxes, and capital.
Second, support businesses to reach the global market through specific plans, take advantage of FTAs, enhance competitiveness and build Vietnamese brands in the world.
Third, promote investment in education and the development of high-quality human resources. Private enterprises are facing a shortage of highly skilled and efficient workers, while the gap between training and market demand is still large. It is necessary to narrow this gap through practical education programs, strengthen State-enterprise cooperation in vocational training and R&D, in order to build a modern and creative workforce.
