Resolution No. 47/2024/NQ-HDND of the People's Council of Bac Giang province (effective from January 1, 2025 to December 31, 2030) stipulates the subjects, principles, support levels, duration, support implementation procedures, funding sources to implement policies for cadres, civil servants, public employees, and redundant workers due to the rearrangement of district- and commune-level administrative units in Bac Giang province.
Accordingly, 2 out of 3 subjects of application of the Resolution include:
Surplus commune-level cadres and civil servants due to the rearrangement of commune-level administrative units retire early or quit their jobs;
Cadres, civil servants, public employees, and people working under indefinite-term contracts (employees) in agencies of the Party, State, socio-political organizations, public service units, and special associations that are assigned to the payroll and receive salaries from the surplus state budget due to the arrangement of district-level administrative units in Bac Giang city and Yen Dung district who retire early or quit their jobs;
In addition to enjoying the policies and regimes prescribed by current law, these two subjects also enjoy the following one-time support policy:
Early retirees: Supported with 1/2 month of current salary for each month of early retirement, not exceeding 200 million VND/person;
b) Employees who quit their jobs: Supported with 1/2 month of current salary for each month of work with mandatory social insurance; supported with one-time social insurance and health insurance payment based on current salary until 20 years (State contribution); maximum not exceeding 200 million VND/person.
The Resolution stipulates that support policies shall not be applied to cadres, civil servants, public employees, and redundant workers due to the rearrangement of district- and commune-level administrative units who have less than 6 months of work remaining until the date of retirement or resignation; have not completed the payment of money and assets under the individual's responsibility to agencies, organizations, and units; voluntarily quit their jobs or have been disciplined and forced to quit their jobs.
In addition, within 5 years from the date of early retirement or termination of employment, a person who has enjoyed support policies as prescribed in this Resolution, if elected or re-recruited to an agency, organization or unit receiving a salary from the State budget, must return the support amount to the agency, organization or unit that paid the support.
