On December 29, Standing Vice Chairman of Hanoi People's Committee Duong Duc Tuan just signed and issued a plan on implementing the work of preventing and combating corruption and negativity in 2026.
The plan aims to strengthen power control, resolutely and persistently fight against corruption and negativity according to the direction of the General Secretary, the Central Steering Committee for Anti-Corruption, Wastefulness and Negativity (Central Steering Committee), of the Secretary of the City Party Committee, the City Party Committee Steering Committee for Anti-Corruption, Wastefulness and Negativity (City Party Committee Steering Committee) and the Resolution of the 18th Hanoi Party Congress, the Action Program to implement the Resolution of the 18th Hanoi Party Congress, the 2026 Work Program of the Central Steering Committee, the City Party Committee Steering Committee for Anti-Corruption, Wastefulness and Negativity.
Implement the correct viewpoint of "not stopping, not resting, no forbidden zones, no exceptions", associated with building and perfecting the mechanism of "cannot", "do not dare", "do not want", "do not need" corruption, wastefulness, negativity; building a culture of integrity, no corruption, wastefulness, negativity among cadres, party members, civil servants, and public employees.
The city requests departments, agencies, branches, units under the city, and commune-level authorities to clearly identify 9 contents, tasks, projects, and plans on corruption and negativity prevention and control to effectively implement.
Accordingly, improve the effectiveness of propaganda and synchronous implementation of guidelines, policies, and laws on preventing and combating corruption and negativity in agencies, organizations, and units.
Implementing the direction of the General Secretary, the Work Program of the Central Steering Committee, the City Party Committee's Steering Committee for Anti-Corruption, Wastefulness, and Negative Phenomena, and the Steering Committee for Anti-Wastefulness of the City People's Committee.
Building and perfecting institutions, policies, and laws, overcoming limitations, inadequacies, and loopholes that are easily exploited for corruption and negativity.
Implement synchronously and effectively solutions to prevent corruption and negativity; improve the effectiveness of declaration and control of assets and income. Strengthen inspection, responsibility inspection, and supervision of the implementation of legal regulations on preventing and combating corruption and negativity.
Deploy assessment of the City's corruption prevention and control work according to the Provincial-level corruption prevention and control work assessment index. Improve the role and responsibility of cadres, civil servants, and public employees, especially heads of agencies, organizations, and units.
At the same time, implement the work of preventing and combating corruption and negativity in non-state sector enterprises and organizations. Strengthen international cooperation on preventing and combating corruption and negativity.
