Article 20 of Decree 33/2023/ND-CP stipulates as follows:
Allowances for concurrent positions and titles
1. Commune -level cadres and civil servants are concurrent positions and titles of commune -level cadres and civil servants other than their positions and titles that are currently in charge and reduce one of the number of commune -level cadres and civil servants assigned by the district -level People's Committee in accordance with Clause 5, Article 6 of this Decree, from the date the competent authority decides the part -time to enjoy the part -time allowance equal to 50% of the salary level (level 1) of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of the position of a position of the position. In case of concurrently concurrently many positions and titles (including the case of the Secretary of the Party Committee and the Chairman of the People's Committee, the Secretary of the Party Committee and the Chairman of the People's Council) also enjoy the highest cumulative allowance level, the district -level People's Committee shall decide on the position and title that is entitled to the part -time allowance in the case of the number of cum -resigned positions larger than the number of commune officials and civil servants.
2. In case commune-level cadres and civil servants concurrently perform the duties of non-professional workers at the commune level, in villages and residential groups, they will receive a concurrent allowance equal to 100% of the allowance prescribed for the concurrent position.
Thus, commune-level cadres can completely concurrently hold many positions, however, there are some regulations to note, specifically:
- Commune-level cadres holding other positions will receive a concurrent allowance if 1 person is reduced from the number of commune-level cadres assigned by the People's Committee at the district level.
- The concurrent allowance is equal to 50% of the salary (level 1), plus the leadership position allowance (if any) of the position.
- Can hold multiple positions at the same time but only receive the highest allowance.
- Receive 100% of the allowances prescribed for the concurrent position if the concurrently holding commune-level cadres perform the duties of non-professional workers at the commune level, in villages and residential groups.
