Hai Phong City will reorganize 167 commune-level administrative units to establish 50 grassroots units (including 24 wards, 24 communes and 2 special zones), reducing 117 commune-level administrative units (70.05% of the current commune-level administrative units of the city).
Regarding the orientation of arranging cadres, civil servants and public employees at the new commune level, based on practical conditions and standards, capacity of cadres, civil servants and officials of the district and commune levels today, the Standing Committee of the City Party Committee and the City People's Committee shall consider and decide the arrangement and arrangement of officials, public servants and public employees at the new commune level according to management decentralization.
The standards for leadership and management positions at the commune level will be equivalent to the standards for corresponding positions at the district level. For civil servants and public employees at the commune level, professional and technical standards will apply according to the training level requirements for job positions for civil servants and public employees from the district level and above.
The city is expected to transfer 100% of the current district payroll to arrange commune -level payrolls, of which the leaders and managers of the district -level political system are now arranged as the core in new communal units; It is possible to strengthen cadres, civil servants and public employees at the city's departments, agencies and branches to the commune level.
In the immediate future, keeping the number of staff, civil servants and officials of the district, cadres and civil servants of the existing commune level before arranging and conducting the review and streamlining of the payroll associated with the restructuring, improving the quality of the team that meets the task requirements. It is expected that each commune level is about 32 payrolls (excluding party and unions).
At the same time, reduce according to the annual roadmap: resolve the retirement regime at the right age according to regulations; implement a transfer to suitable positions in units in the city that are still lacking (or replace suitable positions in units with retirees or those who have retired or left the regime according to regulations); resolve the regime for those who are willing and qualified. Localities study and implement measures to support connecting, consulting, and introducing jobs for redundant commune-level cadres and civil servants due to administrative unit arrangement.
Cadres, civil servants, public employees, and workers receiving salaries from the state budget when assigned to work in new commune-level administrative units will continue to receive salaries according to the rank, level, and current salary allowance regimes for a period of 6 months; then implement according to the new regulations of the Government.
In case cadres, civil servants, officials and employees in the process of arranging have voluntary applications to retire before their age or quit their job, agencies, organizations and units competent to review, evaluate and implement policies and regimes as prescribed by current regulations, ensure to keep people with outstanding competence, meet task requirements. In case cadres and civil servants at the commune level do not meet the criteria and conditions to be arranged to take on job positions at the new commune level, they will settle the regimes and policies as prescribed.
Currently, the contents of the Draft Project on the arrangement of commune-level administrative units in 2025 are being implemented by Hai Phong City to collect voters' opinions in accordance with regulations.
