Recently, there was a love scandal online between streamer VirsSs, Phao and other artists. The two sides conducted livestream sessions on social media, attracting millions of participants.
Regarding this issue, the Department of Culture and Sports of Ho Chi Minh City (Department of Culture, Sports and Tourism of Ho Chi Minh City) responded at a press conference at a regular meeting on the afternoon of April 3.
The representative of the Department of Culture and Information of Ho Chi Minh City said: "The above case has been verified by the Ministry of Culture, Sports and Tourism to verify the case, namely this task to the Department of Broadcasting, Television and Electronic Information. Therefore, the decentralization of handling authority for this case, the Department of Culture and Sports will follow the direction of the superior (if any)."
In addition, the Department of Culture, Sports and Tourism of Ho Chi Minh City also added that not only the above-mentioned scandal, in recent times, the city's authorities have also handled many similar incidents, not only incidents related to celebrities, but any individual or organization that violates the provisions of Article 36 of Decree No. 147/2024/ND-CP on "rules and obligations of domestic and foreign social network service providers providing cross-border to Vietnam".
Specifically, individuals must comply with regulations on management, provision and use of social networking services. Responsible for the content of information stored, provided, transmitted on social networks, and disseminated information through direct links established by themselves.
Accounts, community pages, content channels, and community groups on social networks when providing information using the livestream feature must comply with the provisions of this Decree.
The Department of Culture, Sports and Tourism of Ho Chi Minh City also mentioned that in cases where social network service users use livestream features for commercial purposes, foreign organizations, businesses and individuals providing social network services must authenticate their accounts with personal identification numbers according to the provisions of the law on identification and electronic authentication.
Ensure that only authenticated accounts are allowed to post information (write articles, comment, livestream) and share information on social networks; (Point e, Clause 2, Article 23, Decree No. 147/2024/ND-CP dated November 9, 2024 of the Government on Management, provision and use of Internet services and information on the network).
In addition, the Department of Culture, Sports and Tourism of Ho Chi Minh City said that the Ministry of Information and Communications has issued a Code of Conduct on Social networks (Decision No. 874/QD-BTTTT dated June 17, 2021). Accordingly, the general code of conduct for all subjects when using social networks is specifically regulated (Article 3 of Decision No. 874).
