According to the Government Inspectorate, the inspection results showed that the violations in the implementation of the two projects were systematic, and the later violations were due to previous violations.
This includes subjective factors that occur at most stages, from investment preparation to investment implementation; from approving policies and plans for contractor selection; organizing bidding; selecting, signing and implementing bidding packages.
The construction contract was signed unclearly, not complying with any regulations in legal documents on contracts in construction activities.
In the 2 projects, construction has been organized without technical design, construction design drawings and estimates.
The Government Inspectorate discovered that the waste value discovered through inspection at the two above-mentioned hospital projects amounted to thousands of billions of VND.
On that basis, the Government Inspectorate transferred the case file with signs of crime to the Ministry of Public Security for investigation and handling in accordance with the law.
Previously, at the 27th Session of the Central Steering Committee for Anti-Corruption, Wastefulness and Negativity held on December 31, 2024, General Secretary To Lam requested an inspection and conclusion on the Bach Mai Hospital project, Facility 2 and Viet Duc, Facility 2 in Ha Nam.
According to Lao Dong reporter's research, at the end of 2014, the second facility of Bach Mai and Viet Duc Hospitals in Phu Ly City (Ha Nam) started construction.
Of which, Facility 2 of Bach Mai Hospital has a scale of 1,000 beds, a total floor area of 118,941m2. The total investment is 4,990 billion VND, the State budget is 4,500 billion VND and other sources.
Facility 2 of Viet Duc Friendship Hospital has a scale of 1,000 beds, a total floor area of 117,714m2. The total investment is 4,968 billion VND, the State budget is 4,500 billion VND and other capital sources.
It was once expected to be an effective way to reduce overload for central hospitals in the North, however, for many years the two projects have fallen into a state of abandonment and waste.
On February 24, 2025, the Government Office issued Notice 57/TB-VPCP on the conclusion of Deputy Prime Minister Le Thanh Long at the visit and inspection of the investment project to build the second facility of Viet Duc Friendship Hospital and the investment project to build the second facility of Bach Mai Hospital in Ha Nam province.
According to the announcement, to ensure the completion, handover and use of these two hospitals according to regulations, the Deputy Prime Minister requested relevant ministries and agencies to focus on resolutely and effectively implementing tasks and solutions.
The Ministry of Health, investors, contractors and related units must focus maximum human resources, time, intelligence, plan, allocate time and resources in the most optimal way to complete tasks and work in the shortest possible time.
All are done in the spirit of "running and lining up at the same time", not letting "one thing wait for another", constructing "3 shifts, 4 teams" shortening the completion time to put the 2 hospitals into operation before November 30, 2025.
