The Government has issued Decree No. 93/2026/ND-CP detailing and guiding the implementation of a number of articles of the Law on Teachers.
Teacher recruitment exam process
Article 7 of the Decree stipulates that the teacher recruitment exam is conducted in 2 rounds as follows:
Round 1: General knowledge test in the form of multiple-choice tests on a computer. The test content includes 2 parts.
Part I: General knowledge, 60 questions to understand teacher law, Party guidelines and policies, policies and laws on the Education sector, and job positions for application. Exam time 60 minutes.

Part II: Foreign languages, 30 questions according to job requirements in one of five languages: English, Russian, French, German, Chinese or choose 01 other foreign language according to job requirements; or ethnic minority languages for job positions requiring ethnic minority languages. Exam time 30 minutes.
For job positions that do not require foreign languages or ethnic minority languages in the job description and job position capacity framework, Part II is not required to be organized.
The results of round 1 are determined according to the number of correct answers for each part of the competition specified above; if the correct answers are 50% or more of the questions for each part of the competition, candidates are allowed to continue to round 2.
The Decree stipulates the exemption from the foreign language exam for the following cases:
Having a diploma in foreign languages (English, Russian, French, German, Chinese or other foreign languages as required by the job position) with the same training level or at a higher training level than the professional and nghiệp vụ training level required by the job position applied for. For applicants for university lecturer positions, the minimum requirement is a bachelor's degree or higher in a suitable foreign language major.
Having a diploma with the same training level or at a higher training level than the professional and nghiệp vụ training level as required by the job position applied for, studying abroad or studying in a foreign language (English, Russian, French, German, Chinese or other foreign languages as required by the job position) in Vietnam, recognized by a competent authority or naturally recognized according to the provisions of law. For applicants for university lecturer positions, the diploma must be from a bachelor's degree or higher and meet the requirements of the job position.
Having a professional diploma, in which the foreign language output standard of the training program according to regulations is equivalent to or higher than the foreign language standard according to the requirements of the job position applied for;
Having a certificate of ethnic minority language to apply for a job position directly related to ethnic minorities or a job position working in ethnic minority areas; being an ethnic minority candidate for a job position directly related to ethnic minorities or a job position working in ethnic minority areas.
Round 2: assessing the capacity of applicants through pedagogical practice
Exam form: based on the nature, characteristics and requirements of the job position to be recruited, the head of the recruiting authority decides to choose one of three exam forms: question-and-answer, teaching practice or written exam. In case of organizing written exams, one of three forms is implemented: Multiple-choice, essay or multiple-choice combined with essay.
Exam content: testing knowledge and pedagogical practice skills according to the requirements of the job position applied for. The exam content of round 2 must be based on the professional standards of teachers according to the title and in accordance with the requirements of the job position to be recruited. In the same recruitment exam, if there are job positions that require different professional standards, the Teacher Recruitment Council must organize the development of different round 2 exam questions corresponding to the requirements of the job position to be recruited.
Exam time: oral questions 30 minutes (candidates taking the exam have no more than 15 minutes of preparation, not counted in the exam time); written exam 180 minutes (excluding the time of copying the exam questions); the teaching practice exam time is decided by the head of the recruiting authority based on the nature and characteristics of professional activities of the job position to be recruited.
Scale of scores (answers, teaching practice, written exam): 100 points.
Teacher recruitment
The Decree stipulates that the selection of teachers is carried out in 2 rounds:
Round 1: check the application conditions in the Application Form according to the requirements of the job position to be recruited, if sufficient, applicants are allowed to participate in round 2.
Round 2: is implemented according to the provisions of Clause 2, Article 7 of this Decree.
This Decree takes effect from the date of signing (March 31, 2026).
