The Ministry of Education and Training (MOET) has just issued Circular No. 18/2026/TT-BGDDT regulating the Digital Capacity Framework for teachers and managers of preschool, general and continuing education institutions.
The Circular issued together with the Digital Capacity Framework applies to teachers and managers of preschool, general and continuing education institutions; and is also the basis for relevant organizations and individuals to deploy digital capacity training, fostering and development activities in the education sector.

First time establishing a unified Digital Capacity Framework
The Ministry of Education and Training said that one of the highlights of the Circular is the first time establishing a unified Digital Capacity Framework for teachers and management staff of educational institutions. With a structure including 6 competency zones and 20 component competencies, comprehensively covering teaching and management activities in the digital environment, the Circular has many notable new points.
First, the Capacity Framework shifts the focus from "using technology" to "organizing teaching in a digital environment", requiring teachers to design, organize and manage teaching activities on a digital platform, towards personalizing learners and strengthening interaction and cooperation in learning.
Second, digital technology is systematically integrated into testing and assessment, with the requirement to use digital tools to diversify forms of assessment, analyze learning data and support the adjustment of the teaching process.
Third, the Capacity Framework emphasizes empowering learners through technology, creating an accessible and inclusive digital learning environment, promoting learners' initiative, creativity and problem-solving ability.
Fourth, the requirements for digital technology skills are regulated in relation to ensuring information security and digital ethics, including the ability to search, evaluate information, create digital content and prevent risks in the digital environment.
Fifth, the capacity framework links digital capacity development with continuous professional development, encouraging teachers to use technology for cooperation, lifelong learning and building a digital learning community.
Sixth, for the first time, artificial intelligence (AI) is put into a separate competency domain, with the requirement to apply AI in teaching and professional development in parallel with principles of ethics, transparency, fairness and protection of personal data.
Seventh, the capabilities are designed according to 03 levels: Basic, proficient and advanced, creating a basis for evaluating, fostering and developing the team according to a roadmap suitable to digital transformation requirements.
Tool to orient educational transformation in the digital environment
The Ministry of Education and Training affirmed that the promulgation of the digital competency framework contributes to establishing a unified standard on digital competency requirements for teachers and management staff of educational institutions, as a basis for building training programs, fostering and developing educational human resources to meet digital transformation requirements.
At the same time, the digital competency framework supports teachers and educational institution managers to self-assess competence, determine development needs, thereby improving the quality of teaching and management in the digital environment.
The digital capacity framework also contributes to promoting the process of educational innovation towards modernity, strengthening the application of technology, ensuring fairness, efficiency and adaptation to the development of science and technology, especially artificial intelligence.
The Digital Capacity Framework is built not only as a set of technical standards on skills in using technology, but also as a comprehensive orientation tool to transform teaching, management and professional development in the context of digital education, ensuring that teachers and management staff adapt to the requirements of national education innovation and digital transformation.
