Parents accuse the Representative Board of overcharging
In recent days, some parents of students at Nguyen Van Cu Elementary School (Quy Nhon Nam ward, Gia Lai province) have been upset and reflected on the fact that the Parents' Representative Board (BDDPH) of the school in the 2025-2026 school year mobilized many donations against the regulations of the Ministry of Education and Training (MOET).
According to reports, from the beginning of the 2025-2026 school year, Mr. Nguyen Thanh Th. - Head of the Board of Directors of Nguyen Van Cu Elementary School - mobilized parents to raise money to build roofs and clean up, with a total planned amount of 624 million VND, divided equally among 52 classes, equivalent to 12 million VND per class.

To date, BDDPH has collected more than 457 million VND. As of January 10, 2026, BDDPH has spent more than 312 million VND, including roofing fees of more than 159 million VND and sanitation fees in the 3 months of October, November and December 2025 of 153 million VND (51 million VND/month), leaving more than 144 million VND.
In the second semester (from January to May 2026), Mr. Th. continued to propose a plan to spend 255 million VND for cleaning in 5 months (51 million VND/month). Because the remaining amount was not enough to pay, Mr. Th. continued to mobilize parents to donate more than 110 million VND to maintain cleaning activities.
Notably, Mr. Th. informed the group of parents that the School Board of Directors and Quy Nhon Nam Ward People's Committee had agreed to the policy of "toilets and roofs", and at the same time requested the principals of the classes to send money to support philanthropists to Ms. H.'s account (head of a class in block 1) to pay for the above 2 policies. However, when the parents requested to provide documents approving the policy, Mr. Th. did not respond.

Parents also reflected that the cost of cleaning 9 school toilets at 51 million VND/month is too high. In addition, the selection of the cleaning unit, TH. Ng. Forced to return money if collected against regulations
According to the regulations of the Ministry of Education and Training, BDDPH is not allowed to collect donations from students and parents for non-voluntary donations.
At the same time, they are not allowed to mobilize donations that do not directly serve the operations of BDDPH: Protecting school facilities, ensuring school security; guarding students' vehicles participating in traffic; cleaning classrooms, cleaning schools; rewarding management officials, teachers, school staff; purchasing machinery, equipment, teaching aids for schools, classrooms or for management officials, teachers and school staff; supporting management, teaching organization and educational activities; repairing, upgrading, and building new school buildings.

Thus, in comparison with the regulations of the Ministry of Education and Training, the mobilization of donations to build shelters and clean up by the BDDPH of Nguyen Van Cu Elementary School is not in accordance with regulations.
Working with Lao Dong Newspaper, Ms. Mac Hoan To Quyen - Principal of Nguyen Van Cu Elementary School - affirmed that the school and the Ward People's Committee completely do not allow the policy of building a roof and cleaning up as reported by Mr. Th. to parents.
According to Ms. Quyen, the school has received a request for "Support to build a paved walkway between 2 rows of classrooms and clean up the student toilets" from Mr. Th. - Head of BDDPH. "The school did not give a policy, but only agreed to receive sponsorship on a voluntary basis, with the condition of complying with the regulations of the Ministry of Education and Training," Ms. Quyen said.

Before the parents' feedback, Ms. Quyen said that the school will work with BDDPH to verify the incident. In case the mobilized fees are not in accordance with regulations, the school will request BDDPH to refund the money to the parents.

According to research, Nguyen Van Cu Elementary School currently has 52 classes, from block 1 to block 5, with about 2,200 students, is the largest school in Gia Lai province.
