The Office of Hanoi People's Committee has just issued a notice of conclusions and directions of Standing Vice Chairman of Hanoi People's Committee Duong Duc Tuan at the meeting to consider the proposal of the Department of Planning and Architecture on deploying the organization of Urban Design of Ring Road 1 and Ring Road 2.5.
According to the conclusion, in the past time, the implementation of investment in the construction of Ring Road 1 section Hoang Cau - Voi Phuc about 2.2km has been concerned and directed by the City Party Committee and the City People's Committee, accelerating the implementation progress.
Up to now, after completing site clearance for the construction of the road, inadequacies have arisen regarding the control of architectural and landscape space on both sides of the road, the emergence of super-thin, super-skewed land plots, shapes and sizes that are not suitable, not meeting the conditions for construction permits according to regulations... causing urban unsightliness. At the same time, it is not possible to create resources from the land fund after opening the road.


The Capital Law of 2024 and related laws have stipulated measures to ensure the implementation of planning after investing in new road construction, but in reality, implementation still faces many difficulties; many planning projects implemented in the previous period have not been completed or are no longer suitable.
In that context, the advisory and reporting work of the Department of Planning and Architecture, People's Committees of related wards is still passive, not promptly detecting existing problems and inadequacies in land management, construction investment, architectural landscape planning for advisory and reporting" - the conclusion clearly stated.
Up to now, the city continues to implement the completion of the entire Ring Road 2.5 as well as other important roads in the city, Standing Vice Chairman of the City People's Committee requested the Department of Planning and Architecture to be proactive in advising and reporting to the City People's Committee to immediately implement measures and solutions to ensure landscape management and architectural planning on newly invested roads.

For Ring Road 1
The City People's Committee assigned the Department of Planning and Architecture to guide the People's Committee of O Cho Dua ward (representative of 3 wards with Ring Road 1, Hoang Cau - Voi Phuc section passing through) to deploy research and establish: (1) Plans for renovating and embellishing the landscape space on both sides of the road (focusing on works located on the road surface); (2) Architectural management regulations for Ring Road 1, Hoang Cau - Voi Phuc section (as a basis for issuing construction permits for renovation and embellishment of works on the road); thoroughly solve inadequacies for super-thin, super-skewed, and inappropriate-sized works.
The City People's Committee assigned the People's Committee of O Cho Dua ward to preside over and coordinate with the People's Committees of Lang and Giang Vo wards to organize the establishment of the above 2 products; requested the People's Committees of relevant wards to establish working groups to coordinate and be proactive in surveying, measuring, counting, and identifying affected land plots and works that still exist in the above-mentioned route section.
For land plots interspersed between Ring Road 1, Hoang Cau - Voi Phuc section and De La Thanh road, it will continue to be studied and completed according to the approved plan.
Request 2 products to be synchronously researched and completed in January 2026; carry out renovation, embellishment, and consolidation of works in the first quarter of 2026.
For Ring Road 2.5
The City People's Committee assigned the People's Committees of Cau Giay, Yen Hoa, Thanh Xuan, Khuong Dinh wards to study and organize the establishment and approval of: Plans for renovating and embellishing the landscape space on both sides of the road; regulations on architectural management on both sides of Ring Road 2.5, according to route sections located in the managed area.
The Department of Planning and Architecture is responsible for being the focal point to guide the People's Committees of wards to implement according to regulations, ensuring consistency.


Assign the Department of Planning and Architecture to study and develop Urban Design on Ring Road 2.5 to ensure synchronous connection and unified management throughout the route; in which to consider updating detailed Planning projects that have been approved on route sections and the above 2 contents after being approved by the People's Committees of wards; and at the same time to be consistent with the overall planning orientation of the Capital being studied to ensure stability in planning and architectural management.
