Ministry of Education and Training: Only 10th grade exams in public schools do not meet the needs

The 10th grade exam will only take place in areas with a large number of students but the public school system has not met the needs, such as Hanoi and Ho Chi Minh City.

The above orientation is mentioned by the Ministry of Education and Training in the report on the results of task implementation for the 2025-2026 school year and key tasks and solutions for the 2026-2027 school year.

The Ministry said that it has guided localities to proactively review the scale of children and students of school age, prepare initial enrollment plans and ensure sufficient conditions for schools, classes, staff, and facilities.

This is to mobilize the maximum number of children and students to go to school, especially in densely populated areas, industrial parks, and new urban areas; and at the same time focus on remote, isolated areas, ethnic minority areas, mountainous areas, border areas and islands.

For 10th grade enrollment, the Ministry of Education and Training orients to only organize entrance exams to specialized schools and in areas with a large number of students but the public school system does not fully meet the needs such as Hanoi and Ho Chi Minh City.

According to this orientation, the Ministry requests localities to supplement schools and classes to expand learning opportunities for students, and at the same time reduce exam pressure in places with sufficient capacity to meet learning needs through the public school system.

In the 2026 - 2027 school year, many provinces and cities such as Vinh Long, Dak Lak, Ca Mau and Lam Dong,... have applied the method of admission to 10th grade public high schools, and the specialized high school exam is still organized.

The Ministry of Education and Training assesses that in the 2026 - 2027 school year, the enrollment into 10th grade has many positive changes, the total target for 10th grade continues to increase by more than 24% compared to the previous school year. Some localities have proactively set pioneering and breakthrough goals, higher than the national average or shortened the implementation roadmap such as: Lao Cai province proactively pilots the implementation of universal preschool education for 4-year-old children; Ho Chi Minh City focuses on investing in building 300 classrooms/10,000 people of school age...

Hanoi moves towards admission to 10th grade

Previously, at the conference summarizing the 2025 - 2026 school year and deploying tasks for the 2026 - 2027 school year on August 21, Mr. Nguyen Van Hien - Director of Hanoi Department of Education and Training - said that for the high school level, Hanoi will conduct quality assessments of grades 10, 11, and 12 to be associated with the preparation for high school graduation.

For secondary school level, there will be regular assessment and verification of assessment results to move towards the next stage where graduation consideration and 10th grade admission can be carried out.
