The Ministry of Education and Training (MOET) has just issued a decision on announcing new administrative procedures promulgating the field of regimes and policies for teachers.
Accordingly, for internal administrative procedures at the provincial level, the Department of Education and Training is assigned the right to transfer teachers in public educational institutions at the provincial level; Transfer teachers in public educational institutions at the provincial level.

Specifically, the Director of the Department of Education and Training exercises the authority to transfer teachers, teachers holding educational institution management positions from this public educational institution to another public educational institution under management authority; from this educational institution to another educational institution under the management authority of 2 different commune-level administrative units; from public educational institutions in the province to provincial-level educational management agencies.
With internal administrative procedures at the commune level, the People's Committees at the commune level are assigned the right to transfer teachers in public educational institutions at the commune level; Transfer teachers in public educational institutions at the commune level.
Regarding internal administrative procedures at the provincial and commune levels, the order of mobilization of teachers in public educational institutions at the provincial and commune levels is as follows:
The competent authority to transfer teachers shall notify the policy and targets for transferring teachers.
Public educational institutions or educational management agencies that need to mobilize teachers shall prepare dossiers and proposals according to regulations and send them to the competent agency for mobilization as prescribed in Clause 1, Article 11 of Decree No. 93/2026/ND-CP dated March 31, 2026 of the Government detailing and guiding the implementation of a number of articles of the Law on Teachers.
Within 30 working days from the date of receiving complete and valid dossiers, the competent authority to transfer teachers shall consider the conditions and standards of teachers according to regulations and issue a decision to transfer teachers.
In case they do not agree to transfer teachers, the competent authority to transfer shall respond in writing to the public educational institution or educational management agency and clearly state the reason.
Dossier components include:
Documents notifying the policy and targets for mobilization of competent agencies to mobilize teachers;
Document proposing the mobilization needs of public educational institutions or educational management agencies;
Teacher records according to the provisions of law on public employees;
Other relevant documents (if any).
In case the teacher's profile has been approved by a competent authority and the information has been updated in the national database on cadres, civil servants, public employees or specialized databases, it can be exploited and used to replace the corresponding paper profile component.
In case information cannot be exploited or the exploited information is incomplete or inaccurate, the public educational institution or educational management agency, the teacher is responsible for completing the dossier according to regulations.
