This is the goal set out in the draft National Program for Artificial Intelligence Human Resource Development to 2030, with orientation to 2035, which is being consulted by the Ministry of Education and Training for completion before submitting to the Prime Minister for consideration and approval.
The Ministry of Education and Training (MOET) strives that by 2030, 80% of high school students and university preparatory students will learn about artificial intelligence suitable for their age, associated with digital thinking, calculation thinking, technology ethics and safe and responsible use of artificial intelligence.
In addition to the above objectives, the draft program also sets a target of 100% of learners in higher education institutions and vocational education institutions being equipped with basic knowledge and skills applying artificial intelligence, artificial intelligence ethics, data security and the ability to use artificial intelligence in learning, research and professional activities.
For working people, the Program proposes a target of at least 80% of officials, civil servants, public employees, and workers having the ability to effectively apply artificial intelligence in professional activities on an open platform according to the knowledge, digital skills, and digital capacity frameworks issued by the Ministry of Science and Technology and the Ministry of Education and Training.
The program also proposes that by 2030, artificial intelligence will become a compulsory competence in national education. Accordingly, artificial intelligence is integrated into general education, vocational education, university education and lifelong learning programs. 100% of higher education institutions and vocational education institutions have regulations on the use of artificial intelligence in training, assessment, and research. At least 80% of training programs at all levels of higher education and vocational education integrate applied artificial intelligence by industry and field.
The program also aims to develop at least 10 advanced training and research centers specializing in artificial intelligence, including 5-7 artificial intelligence centers meeting regional and international standards; 25 higher education institutions, 35 vocational education institutions with specialized training programs, key innovation activities in artificial intelligence, and the implementation of AI and AI+X training programs.
At least 30% of enterprises in priority industries and fields participate in training, retraining, and supplementary training in artificial intelligence skills for workers; form a network of enterprises accompanying in building programs, providing practical data, practice environments, internships and assessing learner capacity.
Mr. Dang Van Huan, Deputy Director of the Higher Education Department, Ministry of Education and Training, said that the Ministry is continuing to review and clarify the suitability and synchronization of the Program with strategies and projects related to human resource development in science and technology in general and artificial intelligence in particular; reviewing goals and targets to ensure feasibility and consistency with programs and projects being implemented.
Bringing artificial intelligence into schools right from the general education level is one of the requirements set by the Politburo in Resolution No. 71 on breakthroughs in education and training development. This direction is being actively implemented by the education sector in schools.
