To help schools soon stabilize their organizational work and prepare for the new school year, the Ministry of Education and Training (MOET) has issued Official Dispatch No. 5555/BGDĐT-GDPT guiding the organization and operation of public preschool and general education institutions after arrangement.
In Appendix II of the official dispatch, the Ministry of Education and Training guides the management and use of staff after arrangement of public general education institutions.
The use of staff must be based on the following principles:
The team of management staff, teachers and educational support personnel is managed and used uniformly throughout the school; the arrangement at the main school, branch, and school point is based on the job position, task requirements, scale, number of locations and actual conditions of the school.
The arrangement and use of staff must ensure the full implementation of educational tasks at the main school, branch, and school point; prioritize overcoming the situation of local surplus and shortage, effectively use existing staff and ensure the legitimate rights and interests of civil servants and employees.
The assignment of tasks must be clear about people, tasks, locations and responsibilities; suitable to the expertise, capacity, actual conditions and management requirements of the school.
According to the guidance of the Ministry of Education and Training, the principal arranges, assigns, and coordinates management staff, teachers, and educational support personnel between the main school, branch, and school point in accordance with the requirements of task implementation, ensuring the effective use of staff and maintaining stable operation at locations.
In case an individual performs tasks at multiple locations, the arrangement must ensure reasonableness in terms of workload, working hours, and travel time; consider geographical distance, traffic conditions, weather, health and safety during the task performance.
The arrangement, assignment, and coordination between the main school, branch, and school point in the same educational institution is the assignment of tasks within the school, without changing the working unit of officials and employees.
The arrangement, use and coordination of staff must ensure the legitimate rights and interests of management officials, teachers, and educational support personnel according to regulations.
Regarding education support personnel, according to the Ministry of Education and Training, the arrangement and use of education support personnel is implemented according to Resolution No. 37/2026/NQ-CP and related regulations, ensuring compliance with job positions, scale, number of branches, school sites and school operation organization requirements.
For positions performing common tasks throughout the school, such as accounting, clerical, cashier and other positions as prescribed, uniform implementation is organized at the main school; performing tasks to serve the entire school's operations, including the main school, branches and school sites.
For educational support personnel positions that need to be arranged at the main school and branch according to Resolution No. 37/2026/NQ-CP, the assignment of tasks must ensure meeting the operating requirements at each location, and at the same time be subject to the unified management and coordination of the school.
Based on task requirements and actual conditions, educational support personnel may be assigned to perform tasks at one or more locations in the same school; ensuring that no administrative department or independent support apparatus is generated at the branch or school point.
