In 2024, she passed the exam for the 2nd time and was assigned to teach at a secondary school with the title of Secondary School Teacher rank III, ranked at salary level 5 but not entitled to seniority allowance for teachers. Ms. N asked, from what time is seniority for teachers in her case calculated?
Regarding this issue, the Ministry of Education and Training said that the seniority allowance regime for teachers is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government. Accordingly, the teaching and education time with compulsory social insurance contributions in public educational institutions is counted as the time to calculate seniority allowance for teachers according to regulations.
In case Ms. B.T. N has 10 years of teaching experience at a high school (from September 2010 to 2020) and is appointed to the professional title of High School Teacher rank III, this time is counted as the time to calculate seniority allowance for teachers according to regulations.
In 2024, when being reappointed to the title of teacher and directly performing teaching and education tasks, the above-mentioned teaching time is accumulated with the teaching and education time with compulsory social insurance contributions from the time of reappointment to serve as a basis for calculating seniority allowances for teachers.
Because she has had more than 5 years (60 months) of teaching time to be considered for seniority allowance for teachers, Ms. N is subject to seniority allowance for teachers from the time she was reappointed to the title of teacher.
