Candidate A.T asked, is the degree of merit only used for conversion between combinations or is it applied for conversion between combinations in the major they are registered for admission?
Regarding this issue, the Ministry of Education and Training said that, according to the provisions of Clause 13, Article 2 of the Regulation on enrollment for training majors at the university level and preschool education majors at the college level issued together with Circular No. 06/2026/TT-BGDDT dated February 15, 2026, "equivalent conversion" is the conversion of input quality assurance thresholds and admission scores between enrollment methods, admission combinations of a admission code, according to the rules prescribed by the training institution, to ensure the level of meeting the input requirements of the corresponding training program (scoring difference).

Thus, the degree of merit is not only used to convert between different admission methods, but is also applied to convert between admission combinations in the same admission code to ensure fairness between candidates who do not have the same admission method combination.
