Causes of subsidence
On May 13, information from the Thanh Hoa Provincial Department of Agriculture and Environment said that the unit had just issued a document reporting to the Chairman of the Provincial People's Committee on the landslide situation of the road embankment from Phuc Ngu canal to Giang Son village, Hoang Tien commune.
According to the Department of Agriculture and Environment of Thanh Hoa province, the traffic road project from Phuc Ngu canal to Giang Son village, Hoang Truong commune, former Hoang Hoa district was approved by the People's Committee of former Hoang Hoa district for feasibility study report in Decision No. 4442/QD-UBND dated November 6, 2023. The project belongs to group B, level II traffic works.
The project started construction on February 15, 2024, completed, handed over and put into use on June 25, 2025. The project warranty period is 15 months.
Through reports from the People's Committee of Hoang Tien commune and actual inspection, it is shown that in the section from Km0+746.3 to Km2+100, the retaining wall is still stable, but the foundation of the wall is subsided. The sidewalk behind the wall, adjacent to the road surface, is also subsided; many locations are eroded, forming sinkholes averaging about 2.6m deep, damaging the sidewalk and the road surface.
Regarding the cause of subsidence, the Thanh Hoa Provincial Department of Agriculture and Environment assessed that the initial cause was sand at the foot of the wave shield wall being hit by sea waves, causing loss of legs and landslides of the sidewalk behind the shield wall.
However, the specific cause needs to be inspected and comprehensively reviewed by the investor, the Department of Construction, contractors and related units, thereby fully identifying and proposing remedial solutions to ensure long-term stability.
Who is responsible for handling it?
To solve the subsidence situation, the Thanh Hoa Provincial Department of Agriculture and Environment said that relevant units are responsible for coordinating handling.
Specifically, the Hoang Hoa District Construction Investment Project Management Board is the investor from the date of approval of the investment policy until August 22, 2025. Currently, this unit has been merged into the Thanh Hoa Agricultural and Rural Development Construction Investment Project Management Board. After August 22, 2025, the People's Committee of Hoang Tien commune will take over the role of investor.
VINASEAN Construction Consulting Joint Stock Company is identified as the design and construction supervision consulting unit according to the contracts signed with the Hoang Hoa District Construction Investment Project Management Board previously.
The joint venture of Tuan Linh Investment and Construction Joint Stock Company - Hoang Tuan Co., Ltd. is the construction unit.
The Department of Transport, formerly the Department of Construction, is now the unit in charge of appraising the feasibility study report and the implementation design after the basic design. The Department of Construction is also the unit in charge of inspecting the completion acceptance of the project.
Notably, the Thanh Hoa Provincial Department of Agriculture and Environment stated clearly that the report of Hoang Tien Commune People's Committee dated April 15, 2026 stated that after the project was completed and handed over for use, the project was affected by storm No. 5 on August 25, 2025 and storm No. 10 on September 29, 2025, causing damage.
However, the People's Committee of Hoang Tien commune has not provided documents related to the diễn biến of landslides and damage. Therefore, there is not enough basis to confirm that the damage of the project is caused by natural disasters.
Currently, the landslide situation at the embankment section is developing, directly affecting the safety of the project, especially the traffic route from Phuc Ngu canal to Giang Son village. Therefore, it is necessary to soon have solutions to overcome it.
Based on analysis and verification, the Department of Agriculture and Environment of Thanh Hoa province has proposed that the Chairman of the Provincial People's Committee assign the People's Committee of Hoang Tien commune to preside over and coordinate with the Project Management Board for Investment in Construction of Agricultural and Rural Development Works of Thanh Hoa, the Department of Construction, consulting contractors, and construction contractors to review all dossiers during the construction organization process; assess the causes and propose appropriate handling solutions to ensure long-term stable construction.
