Reader T.C. T asked, according to the regulations of the Ministry of Education and Training in 2026, all admission methods will have to be based on the hierarchy to be converted to a unified 30-point scale. So how is hierarchy specifically understood?
The Ministry of Education and Training answers this question as follows:
In mathematics, percentile is a statistical measure used to determine the relative position of a value in an arranged data set, by dividing that data set into 100 equal parts.

This index reflects a percentage of values lower than or equal to a specific value. For example, a candidate achieving a score of 90 means that the candidate's score is higher than or equal to 90% of other candidates.
In admissions, the metric is used as a tool to compare and convert exam scores between different methods, thereby bringing them to the same unified scale.
This regulation is mentioned in Clause 13, Article 2 of the Regulation on enrollment for training majors at the university level and preschool education majors at the college level, issued together with Circular No. 06/2026/TT-BGDDT dated February 15, 2026.
Accordingly, "equivalence conversion" is the conversion of input quality assurance thresholds and admission scores between admission methods and admission combinations of the same admission code according to the rules prescribed by the training institution, in order to ensure the level of meeting the input requirements of the corresponding training program (also known as score deviation).
