Mr. Nguyen Van Tinh was recruited as a civil servant in the Education sector in December 2019. Mr. Tinh asked: "According to the regulations on seniority allowance, is it necessary to have 5 years of tenure? Are contract teachers who have participated in social insurance for 5 years eligible for seniority allowance?"
Responding to Mr. Tinh's question on the Government Electronic Information Portal, the Ministry of Education and Training said:
The seniority allowance regime for teachers is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government. Teachers participating in teaching and education and having paid compulsory social insurance for 5 years (60 months) are entitled to a seniority allowance equal to 5% of the current salary plus the leadership position allowance and the seniority allowance exceeding the framework (if any).
Mr. Nguyen Van Tinh was recruited as a civil servant in the Education sector in December 2019. Thus, when appointed to a professional title at the school level, if he has paid compulsory social insurance for 60 months (5 years), he will be entitled to seniority allowance for teachers.
