The 2025 high school graduation exam is a special exam, when it is simultaneously organized for 2 candidates: Candidates taking the exam under the 2018 General Education Program; candidates taking the exam under the 2006 General Education Program.
The exam is even more special when taking place during the peak period of administrative unit arrangement and merger of provinces and cities.
For this reason, there are some opinions wondering whether there is a situation of "lax hands" when marking exams in the context of the merger and what solutions does the Ministry of Education and Training have to thoroughly grasp the team of marking exam officers in localities?
Regarding this, Professor Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training (MOET) said that from June 28, all provincial-level High School Graduation Exam Steering Committees will implement the marking process, not having to wait until July 1 to start.
"On this issue, we have had very clear instructions, including issues such as the plan for the exam judging committee, etc. However, we need to note one thing that only senior managers will make adjustments, while the exam judging staff and teachers will not change. It can be said "there is still that school, that teacher/officer". Therefore, we are completely assured that this will not change at the professional level" - Professor Huynh Van Chuong said and affirmed his point of view, will continue to thoroughly grasp and work with the provincial Party committees and the provincial People's Committee, so that the marking of the exam will be done in accordance with regulations and seriously.
The Director of the Department of Information Quality Management said that when the delegations of the Ministry of Education and Training went to inspect, the localities also committed to doing this well.
Also related to the issue of marking the high school graduation exam, Deputy Minister of Education and Training Pham Ngoc Thuong proposed to "change the status", that is, the time of organizing the high school graduation exam was the 3-level government, but when marking the exam, it had gone to the 2-level government.
However, he said that the problem is not only the exam marking in the context of two-level government, provincial mergers or personnel but also the spirit, responsibility and attitude.
The Ministry of Education and Training has also anticipated this issue, having documents directing and guiding the profession so that the provinces can pay close attention.
Regarding professional skills, according to regulations, this year, in each judging session, the Ministry of Education and Training requires an immediate synthesis to promptly detect unusual problems (such as high scores, low scores, etc.). The Prime Minister also directed 3 'guarantee', 6 'clear' (clear people, clear work, clear time, clear responsibilities, clear products, clear authority) in the implementation content.
"We have issued a document with in-depth instructions, with the same spirit as this year's Literature subject - '1 sky', students in any province are students of Vietnam. The spirit is very much for students; if it is done publicly, transparently, and in accordance with regulations, it will ensure reliability" - Deputy Minister Pham Ngoc Thuong said.
According to the plan, the 2025 high school graduation exam scores will be announced on July 16. Students started to register and adjust their university admission wishes from July 16 to 28.
