Informing about the roadmap for implementing the increase in vocational allowances, Minister of Education and Training Nguyen Kim Son said that the Ministry is proposing to increase vocational allowances according to the roadmap.
Specifically stipulating the provisions in Resolution 71-NQ/TW, the Ministry is developing a Decree regulating preferential allowances according to occupation for civil servants and employees working in public educational institutions. In particular, it is proposed to increase occupational allowances according to the roadmap, including two phases.
In phase 1 (from 2026-2030), the Ministry of Education and Training is proposing to add allowances for school staff at a rate of 20%; increase by 15% for teachers at all levels of preschool and general education, increase by 5% of the preferential allowance for teachers and lecturers of higher education institutions and vocational education institutions.
Phase 2, from 2031 onwards: The implementation of preferential allowances according to occupation for preschool and general education teachers is applied according to the provisions of Resolution No. 71-NQ/TW.
Regarding the roadmap, the Ministry of Education and Training is currently coordinating with the Ministry of Home Affairs and the Ministry of Finance to develop a Government Decree, expected to be submitted to the Government for approval in 2025 to ensure progress is in place at the same time as the Law on Teachers.

Commenting on the roadmap for implementing the increase in allowances for school staff, delegate Ha Anh Phuong (Phu Tho delegation) emphasized the need to comprehensively review the policy for school staff.
She believes that although school staff accounts for a small proportion, they are the force that plays a vital role in operating each school, from laboratories, equipment, information technology to professional support and school safety.
According to the draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71 of the Politburo on breakthroughs in education and training development, vocational preferential allowances are implemented according to the roadmap, with a minimum of 70% for teachers and 30% for employees.
Delegate Phuong said that for the group of school staff, it is necessary to immediately apply the 30% rate from January 1, 2026 without waiting for the roadmap.
The reason for proposing this is that the income of school staff is currently significantly lower than that of teachers, causing many people to leave their positions, causing a serious shortage in high schools. Immediately raising the preferential allowance to 30% for employees is a "minimum condition" to retain the force carrying many new tasks, ensuring the general income level in schools, avoiding creating too large a gap between teachers and employees.
Previously, in May 2025, the Ministry of Education and Training announced a draft Decree regulating preferential allowances according to occupation for civil servants and employees in public educational institutions. According to the draft, for the first time, school staff will have additional allowances.
Accordingly, the Ministry of Education and Training drafted preferential allowances for school staff with an expected benefit level of 15 to 25%.
Add first-time allowances, at 15% for support and service positions (library, clerical, ...), 20% for shared professional titles (accounting, healthcare, ...), and 25% for specialized titles, to recognize their important role.
