Education in the medical sector is a field of applied science, so the delegate suggested that the National Assembly consider and note that health education must be managed by the health sector.

On the afternoon of November 20, the National Assembly continued to discuss the draft Law on Higher Education (amended).

Delegate Nguyen Tri Thuc - Deputy Minister of Health (HCMC Delegation) - said that after reading the Explanatory Report No. 2028, he was very sad because the explanations about specialty I, specialty II and boarding were completely incorrect, only seen as studying for a practice certificate.

Meanwhile, resident doctors, department I, department II are the elite, the great intellectuals of the medical industry.

After graduation, doctors will divide it into 2 relative groups. The first group is teaching at universities, studying for a master's and doctorate. The remaining group went to hospitals to work, practice and study specialized areas I, II and inpatient.

The delegate affirmed that resident doctors are the quintessence of the medical industry. Therefore, considering inpatient, specialist I, specialist II as training for practice certificates is completely incorrect.

While education in medicine is a field of practical science, it must always be associated with the hospital. Therefore, the delegate suggested that the National Assembly consider and note that health education must be managed by the health sector.

"The Ministry of Health does not take up jobs, but if it is approved according to this draft, health education will officially be managed by the Ministry of Education and Training. Even the health education program approved by the Minister of Education and Training is very worrying," said the delegate.

According to the delegate of Ho Chi Minh City, all the comments of the National Assembly delegates in the medical sector were not accepted. saying that he had researched very carefully, the delegate affirmed that this issue is important for the medical industry in the future.

We cannot train a doctor separately from the hospital. Starting from the second year, students have had to be attached to the hospital, the doctor has to consider the patient as the greatest teacher of their life. On the contrary, the more students hold a book, the less they are skilled in graduation. For students who are busy, take care of their internship, and follow the practical teachers, that person will be good at the job in the future.

Therefore, the delegate suggested that in the amended laws, especially Clause 2, Article 6 on the responsibility of education management, it is necessary to add the Ministry of Health as the focal point responsible to the Government for implementing the contents and tasks of State management of specialized training with specific postgraduate qualifications in the national education system in the field of health Sciences.

He reiterated that if the National Assembly presses the button to pass the draft without this adjustment, the management authority will belong entirely to the Ministry of Education and Training, causing great concerns about the quality of specialized training.

Delegate Nguyen Thi Suu (Hue City Delegation) said that training for resident doctors in countries with advanced healthcare is mainly spent time in hospitals.

After that, to practice, I have to study and practice for a few more years. The training of specialties I and II for medical examination and treatment is training for the human resources system specific to the health sector to improve the practical qualifications of doctors after graduation.

Therefore, the delegate proposed assigning the Government to regulate the training of specific specialties in the health sector according to international practices to ensure quality.
