According to the draft Decree regulating preferential allowances according to occupation for civil servants and employees in public educational institutions announced by the Ministry of Education and Training (MOET) to collect comments in May 2025, school staff will receive the first allowance.
Accordingly, the Ministry of Education and Training drafted preferential allowances for school staff with an expected benefit level of 15 to 25%.
Add first-time allowances, at 15% for support and service positions (library, clerical, ...), 20% for shared professional titles (accounting, healthcare, ...), and 25% for specialized titles, to recognize their important role.
However, according to Resolution 71 of the Politburo on breakthroughs in education and training development (Resolution No. 71-NQ/TW), for the first time, school staff are included in the preferential allowance, the minimum allowance is 30%.
Therefore, the Ministry of Education and Training is currently continuing to complete the Draft Decree on preferential allowances according to the orientation and direction in Resolution 71, increasing allowances for school staff and teachers.

According to the Ministry of Education and Training, school staff face many difficulties because they are not entitled to preferential allowances according to their profession. Most of these positions apply the lowest salary table for civil servants, and there is no opportunity for promotion due to low position fluctuations. This makes it difficult for many educational institutions to recruit full-time staff.
While the school's staff plays an important role, contributing to the success of each school, including: library work, equipment, laboratories, information technology, clerical, accounting, treasurer, healthcare... all are indispensable in schools.
Currently, the income of school staff is still enjoyed according to the salary policy according to Decree No. 204/2004/ND-CP. Most employee positions apply the salary table of type B or A0 civil servants, which are the two lowest salary tables in the salary tables of cadres, civil servants and public employees.
The positions of civil servants with experimental equipment, education, and education support for people with disabilities only have 01 rank, so there is no opportunity to be promoted to a professional title and the salary table is applied with a higher starting salary coefficient, a longer salary gap, and a wider salary range; other civil servant positions have very few opportunities for promotion.
Basically, employees in schools are only entitled to a salary according to the basic salary coefficient without additional vocational allowances and seniority allowances like teachers. The lowest salary for school staff is estimated at about 4.3 million.
In fact, due to limitations in the total assigned staff, in the context of having to prioritize the number of teachers and staff in schools, the number of school staff is basically lacking compared to regulations and practical work needs. Therefore, many school staff are assigned to concurrently hold other positions but do not have additional benefits.
With the current income and job requirements, it is difficult for educational institutions to recruit full-time staff positions and staff tasks to support teaching and education activities that are not complete, timely and ensure quality as required.
Based on the above practical provisions, the Ministry of Education and Training believes that it is necessary to study, review, and adjust Decision No. 244/2005/QD-TTg and study and supplement regulations on preferential allowances according to the profession for school staff.
