The Ministry of Education and Training (MOET) has just issued document No. 5655/BGDĐT-GDPT to the Departments of Education and Training of provinces and cities and the One Member Limited Liability Company of Vietnam Education Publishing House (NXBGDVN) on ensuring the supply of textbooks for the 2026 - 2027 school year.
Specifically identify the textbook needs to be supplemented for each school before August 25, 2026
The document clearly states that, to ensure the demand for textbooks to serve the 2026 - 2027 school year, based on the situation of textbook supply in localities, the Ministry of Education and Training requests Departments of Education and Training to direct general education institutions to urgently review and report the results of textbook preparation up to the present time, in which to specifically compare the number of registered textbooks with the quantity that has been supplied; clarify the number of shortages (if any) by class, subject, book title; on that basis, have a specific plan and time to complete the supply.
In which, Departments of Education and Training should note that it is necessary to proactively grasp and fully synthesize the needs of newly established and newly put into operation schools; boarding schools in border areas; schools in remote and difficult areas; schools that have not registered textbooks since the beginning of the year; schools belonging to 109 inter-level boarding schools; schools established, reorganized, and adjusted in scale after arrangement and the need to buy more textbooks of students and parents.
The Ministry of Education and Training requests Departments of Education and Training to review and summarize reports from educational institutions to specifically determine the needs for textbooks to be supplemented for each school, and send them to NXBGDVN before August 25, 2026.
Do not let the situation of textbook shortage arise without a handling plan.
The Ministry of Education and Training assigns Departments of Education and Training to proactively coordinate with NXBGDVN to develop appropriate, convenient, complete, and timely textbook supply plans before August 30, 2026.
In which, it is necessary to ensure: sufficient number of registered schools; sufficient number for newly established schools that have not registered since the beginning of the year; meeting the arising demand for textbooks, including the need to buy more from students and parents; effectively coordinating and transferring textbooks between educational institutions and localities within the locality according to the principle of "there where there is surplus, there is shortage", promoting the effectiveness of the source of textbooks that have been supplied, the source of textbooks in libraries and old textbooks that can still be used. Not allowing the situation of textbook shortage to arise without a handling plan.
At the same time, Departments of Education and Training direct educational institutions to fully implement policies to support, provide, and lend textbooks to students according to regulations; effectively exploit and use textbooks at libraries and still usable textbooks, ensuring that all students have textbooks to serve their studies right from the beginning of the school year.
Ensure the full supply of textbooks to schools before August 30, 2026
For NXBGDVN, the Ministry of Education and Training requests close coordination with Departments of Education and Training of provinces and cities to summarize and fully update the actual needs for textbooks for the 2026 - 2027 school year. On that basis, develop specific supply plans, ensuring full supply of textbooks to schools before August 30, 2026. Prioritize implementation through the school's coordination channel with the supply unit, minimizing intermediaries.
