On August 21, Deputy Inspector General of the Government Le Sy Bay signed a notice of the specialized inspection conclusion on redundant houses and land after arrangement at the Ministry of Foreign Affairs.
The inspection conclusion clearly stated the achieved results, and at the same time pointed out the shortcomings and limitations in the management and exploitation of public assets, causing waste of national resources.
According to the conclusion, the Ministry of Foreign Affairs has not issued a document directing agencies and units under the Ministry to review and compile a list of houses and land facilities being managed and used.
At No. 7B Phan Chu Trinh alley (Hanoi), the land and house facility has an area of 253m2. In April 2025, the Ministry of Foreign Affairs determined that this facility no longer needed to be used and transferred it to the Hanoi People's Committee for management. However, by the time of inspection, the transfer had not been completed, the conclusion stated.
At 120 Tran Quoc Hoan, after transferring 13,000m2 of land and houses, works attached to land from the Ministry of Foreign Affairs Office to the Diplomatic Academy, the remaining 6,700m2 area has not been arranged by the Ministry of Construction for use.
In which, the 700m2 public housing area has 17 households living for many years but there is no definitive handling plan.
One of the facilities noted by the Government Inspectorate is the land plot at No. 2, alley 294 Kim Ma, with an area of nearly 9,600m2. This facility has been vacant since February 2017 to date.
According to the conclusion, the Department of Diplomatic Corps Service had proposed many options for exploiting the land, including a plan to link construction of a complex of office apartments for rent and a 5-star hotel.
This plan was reported to the Ministry of Foreign Affairs to submit to the Prime Minister but could not be implemented due to inconsistency with current legal regulations.
After a long period without a leasing partner, the Diplomatic Corps Service Department continued to propose transferring the facility to another unit for use and developed a project to exploit public assets for group 2 to lease. This project has been approved.
The Department of Diplomatic Corps Service has organized an auction of land lease rights. Quang Thanh Vietnam Trading and Service Co., Ltd. won the auction, but as of June 2026, the lease contract has not been signed.
The Government Inspectorate assessed that the management of this facility from 2017 to now has not promoted the capacity and efficiency of using public assets.
Regarding land and housing facility No. 154 Quan Thanh, the Department of Diplomatic Corps Service has repeatedly sent documents and directly contacted Mekong One Hanoi Joint Stock Company to request asset clearance and house handover.
The Department also made a written record recording the current status and assets in the premises of house number 154 Quan Thanh. However, the Government Inspectorate said that the unit has not had a drastic plan to resolve it thoroughly.
The debt from Mekong One Hanoi Joint Stock Company was determined to be more than 7.95 billion VND. The Inspectorate requested the Department to base on legal regulations and signed contracts to recover the house, land and this amount of money.
The Government Inspectorate requested the Department of Diplomatic Corps Service to pay 42.3 billion VND to the state budget, which is the amount collected from leasing and using houses and land to customers when the lease contract has expired.
This amount must be deposited into the temporary custody account of the Government Inspectorate. The Department must also recover the remaining amount to be collected from the user unit, temporarily calculated until June 19, 2026, to pay to the state budget.
