Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers - said that the above adjustment was made after receiving comments from the National Assembly Standing Committee on this draft on October 8.
Previously, the ministry proposed exempting tuition fees for biological and legally adopted children of working teachers. Based on the age of teachers and the estimated age of their children, the estimated expenditure is about 9,200 billion VND per year.
Regarding the reason for the above proposal, Mr. Vu Minh Duc said that the regulations on regimes and policies for relatives of cadres, civil servants and public employees are often proposed to be regulated for a number of sectors and fields with specific characteristics (for example, the health insurance regime, exemption from hospital fees for relatives of officers, non-commissioned officers and soldiers serving in the People's Armed Forces have been regulated in the Law on People's Public Security, the Law on Officers of the Vietnam People's Army). International experience also shows that many countries, in addition to regulations on policies for teachers, also regulate preferential policies for relatives of teachers.
With the view of building the Law on Teachers to create policies, including some breakthrough policies, creating conditions for teachers to develop as well as enhancing the professional status of teachers to attract talented people to the industry, the Drafting Committee has proposed a policy to support tuition fees for teachers' children and other policies to ensure social security for teachers to create conditions for teachers to have a better life, peace of mind, and commitment to the education career.
According to the Ministry of Education and Training, the withdrawal of this proposal is being considered based on the wishes of teachers, experts and public opinion. Many teachers and managers are concerned that this proposal is not feasible and creates injustice to other professions.
Another proposal in the draft, which is not to publicize teachers' violations until there is a conclusion, was also adjusted by the drafting agency to "not to publicize information during the inspection, examination, and handling of violations until there is an official conclusion or to spread and disseminate inaccurate information about teachers".
The draft Law on Teachers, chaired by the Ministry of Education and Training, will be discussed in the National Assembly, scheduled for November 9.
The drafting committee said the draft law includes five important policies: identifying teachers; standards and titles of teachers; recruitment, use and working regime of teachers; training, fostering, rewarding and honoring teachers; and state management of teachers.
