Mr. H.T. S (Lao Cai) said that before July 1, 2025, commune A was a new rural commune, commune B belonged to commune area III. After July 1, 2025, commune A merged into commune B.
Mr. T.S asked, according to Decree No. 238/2025/ND-CP, are ethnic minority students with old commune A household registration entitled to 70% tuition fee support?
The Ministry of Education and Training answers this issue on the Government Electronic Information Portal as follows:

Point c, Clause 1, Article 16 of Decree No. 238/2025/ND-CP stipulates the subjects eligible for 70% tuition fee support:
Students in vocational education institutions and higher education institutions who are ethnic minorities (except for very small ethnic minorities) whose relatives and parents have permanent residence in particularly difficult villages/hamlets, communes in region III of ethnic minority and mountainous areas, and particularly difficult communes in coastal, coastal and island areas according to the regulations of competent authorities".
In case Mr. H.T. S asks, it is requested to compare the permanent residence address with the list of villages and communes in ethnic minority and mountainous areas in the period 2026–2030 in Lao Cai province in Decision No. 2752/QD-UBND dated December 31, 2025 of Lao Cai Provincial People's Committee, if the subject is a student who is an ethnic minority with household registration in a particularly difficult village/hamlet, they will be entitled to 70% tuition fee support.
