Thanh Hoa merges 2 universities, 39 redundant management officials

Thanh Hoa - The Provincial People's Committee has just approved the project to merge Thanh Hoa University of Culture, Sports and Tourism into Hong Duc University.

On March 27, Thanh Hoa Provincial People's Committee said that the unit had just issued a decision approving the project "Merging Thanh Hoa University of Culture, Sports and Tourism into Hong Duc University". The decision takes effect from the date of signing.

According to the project, the merger of two training institutions is necessary and consistent with the regional higher education network development plan according to Decision No. 452/QD-TTg dated February 27, 2025 of the Prime Minister approving the planning of the network of higher education and pedagogical institutions for the period 2021-2030, with a vision to 2050.

The integration of resources and streamlining the apparatus after the merger is expected to create a premise for the school to build interdisciplinary training programs, promote scientific research, especially applied research.

After the merger, the school will streamline the apparatus, standardize the staff and modernize the common facilities, aiming to become a higher education institution with strong financial potential, high academic prestige, meeting international accreditation standards, contributing to raising the level of higher education in Thanh Hoa.

The subjects of the merger include affiliated units, officials, employees and learners (students, students, trainees, research students) of the two schools.

The project also develops a plan to ensure the rights of teachers, management officials and employees. In which, for school-level management officials, the title of Principal implements the unification of Party Secretary concurrently as Principal; Deputy Principals under the authority of the Thanh Hoa Provincial Party Committee Standing Committee to consider and decide. The number of deputy heads may exceed regulations in the initial phase, but must be rearranged within 5 years.

For management officials of affiliated units, after the project is approved, the Party Committee of Hong Duc University will agree on the arrangement plan according to regulations and the actual situation.

According to the roadmap, after the merger, Hong Duc University will have a total of 27 units directly under the school level (a decrease of 16 units, equivalent to 37.21%). The number of unit-level management officials is 117 people, and 39 redundant people need to be further arranged and rearranged.
