The above information was given by Minister of Education and Training Nguyen Kim Son in his response to voters of Thanh Hoa province sent to the 8th session of the 15th National Assembly.
Accordingly, voters of Thanh Hoa province requested the Government to consider and amend Decree 116/2020 of the Government regulating the policy of supporting tuition fees and living expenses for pedagogical students at teacher training institutions under the Ministry and training institutions under the province to ensure consistency, uniformity and fairness.
Along with that, the study assigned the policy bank as the direct unit to collect and refund tuition fees and living expenses for cases that have registered to benefit from the policy of supporting tuition fees and living expenses after graduation but violated the commitment.
Voters of Thanh Hoa province proposed to amend and supplement a number of articles of Decree No. 71/2020/ND-CP dated June 30, 2020 of the Government regulating the roadmap for improving the training standards of preschool, primary and secondary school teachers, in which it is proposed to remove the bidding method in training to improve the standard level to comply with the provisions of Decree No. 32/2019/ND-CP dated April 10, 2019 of the Government.
At the same time, it stipulates financial support for all teachers (public and non-public) who are required to participate in training to improve their qualifications to create fairness among teachers.
Currently, the Ministry of Education and Training is submitting to the Government a draft Decree amending and supplementing a number of articles of Decree No. 116/2020/ND-CP of the Government regulating policies to support tuition fees and living expenses for pedagogical students and a draft Decree amending and supplementing a number of articles of Decree No. 71/2020/ND-CP dated June 30, 2020 of the Government regulating the roadmap for improving the standard training level of teachers, in which a number of policies will be amended to limit shortcomings and difficulties in implementing the policy.
Regarding the proposal that the policy bank be the direct unit to collect and refund tuition fees and living expenses for cases requiring refunds, the Ministry of Education and Training said it was inappropriate because the support policy for teacher training students is supported from the state budget, and does not stipulate funding through the policy bank.
