Talking to Lao Dong on the morning of February 5, Dr. Vu Minh Duc, Director of the Department of Teachers and Educational Administrators, Ministry of Education and Training (MOET) said that in the near future, the Ministry will conduct a survey to grasp the current situation of English proficiency of teachers in general and teachers teaching English, teaching other subjects in English in particular.

The survey aims to determine the needs for fostering and improving the capacity of English teachers, organizing educational activities and teaching other subjects in English.
This is an important content, aimed at realizing the Project "Making English a second language in schools in the period 2025-2035, vision to 2045".

The Ministry of Education and Training will conduct a score survey to determine the English proficiency of teachers. From there, knowing what points teachers are still weak in, a training program will be developed. For example, if teachers have weak speaking and presentation skills, there will be a plan to train teachers in this content,..." - Mr. Duc said and emphasized the view that the survey takes place seriously, objectively, and with only one purpose: to assess teachers' foreign language "combat" ability, not to assess, comment or consider emulation.
The survey results will be kept confidential, not used for evaluation, ranking, or emulation consideration, so teachers can rest assured to participate and provide their actual capacity" - Mr. Duc shared.
According to the plan, in February, the Ministry of Education and Training will select units to participate in the survey. The survey will be held in April 2026. After that, the Ministry of Education and Training will analyze the results into the competency levels of teachers, and have a plan to train them in the summer.
The Ministry will choose a "point" which is 1 school or 1 cluster of schools. The survey will be conducted on the spot. Units participating in the survey must meet requirements such as: Ensuring at least 1,000 people participate in the exam simultaneously; having a standardized test question bank large enough with 4 skills (listening, speaking, reading, writing); the exam time for 4 skills is no more than 1 session;...
