How many months can pedagogical students receive maximum living expenses support?
Article 4 of Decree 116/2020/ND-CP stipulates the level of support for students studying pedagogy as follows:
Pedagogical students are supported by the state with tuition fees equal to the tuition fees of the teacher training institution where they study;
Pedagogy students are supported by the state with 3.63 million VND/month to pay for living expenses during their studies at the school.
At the same time, the time to support tuition fees and living expenses is determined according to the actual number of months of study at the school as prescribed, but not exceeding 10 months/school year.
In case of organizing teaching according to the credit institution, the teacher training institution can convert the support level to be consistent with the credit institution. The total support cost of the entire credit institution course does not exceed the regulated support level for the course per academic year.

Responsibilities of the Provincial People's Committee in paying living expenses for pedagogical students according to Decree 116
Article 11 of Decree 116/2020/ND-CP amended by Clause 9, Article 1 of Decree 60/2025/ND-CP stipulates that the People's Committee is responsible for allocating budget to implement policies to support tuition fees and living expenses in a timely manner for pedagogical students according to the provisions of Decree 116 and this Decree; developing criteria for selecting pedagogical students suitable to their needs;
Publicize the needs for teacher training, task assignment results, orders from teacher training institutions, recruitment plans and job placement in educational institutions;
Pay for the implementation of decisions assigning tasks, teacher training contracts with teacher training institutions in accordance with the norms specified in Article 4 of Decree 116;
Direct and guide the organization of the implementation of policies to support pedagogical students in accordance with the provisions of Decree 116 and this Decree in localities; inspect and supervise the implementation and report on the implementation situation periodically annually to the Ministry of Education and Training and the Ministry of Finance;
Implement or decentralize the recruitment of pedagogical graduates, arrange job positions suitable to the training major in educational institutions according to current regulations on recruitment and use of public employees;
Guiding procedures for monitoring, urging and issuing notices of recovery of refunds for tuition fee support funds and living expenses for pedagogical students permanently residing in localities subject to regulated refunds.
In addition, before January 31 every year, the Provincial People's Committee shall report data from the immediately preceding year in the form of submitting directly or via digital mail funds to support tuition fees, living expenses for pedagogical students, and reimbursement expenses for pedagogical students. The deadline for finalizing reporting data is from January 1 to December 31 of the immediately preceding year;
Develop a cost estimate for the implementation of support policies specified in this Decree and Decree 116, summarize it into the annual local budget plan and send it to the Ministry of Finance for summarization and submission to competent authorities for approval;
Guide agencies assigning tasks and ordering teacher training to implement the payment of reimbursement funds to the state treasury for pedagogical students according to the method of assigning tasks and orders that are subject to reimbursement funds.
Where does the funding for living expenses for pedagogical students come from?
Article 5 of Decree 116/2020/ND-CP is amended by Clause 4, Article 1 of Decree 60/2025/ND-CP stipulating the source of funding and payment of policies to support pedagogical students.
Accordingly, the funding to support tuition fees and living expenses for pedagogical students is allocated in the annual state budget estimate for education and training at ministries, branches, and localities according to regulations and is allocated to teacher training institutions in the form of assigning estimates according to regulations;
In case the locality assigns tasks or orders the training of pedagogical students, the locality shall allocate funds from the local budget to pay the teacher training institution to support tuition fees and living expenses for pedagogical students;
After receiving support funds from a competent authority, the teacher training institution is responsible for paying living expense support money into the bank deposit account of pedagogical students before the 15th of each month.
