A teacher at Van Hoa Secondary School (Yen Bai commune, Hanoi City) reflected that in the 2024–2025 school year, she and some teachers working at the school were recognized as Grassroots Emulation Soldiers.
However, so far they have not received the bonus of 2,340,000 VND/person according to the provisions of the Law on Emulation and Commendation.
The teacher said that, in accordance with the guidance of the Department of Culture and Society, the teacher contacted and worked with Mr. Nguyen Thanh Dong - Principal of Van Hoa Secondary School. At the meeting held on the afternoon of December 15, 2025, the principal said: "The school has not received the bonus funds issued by Ba Vi District (old) People's Committee according to Decision No. 4201/QD-UBND dated June 11, 2025 of Ba Vi District (old) People's Committee".
Because the matter has not been resolved, this teacher continued to reflect and received feedback from the Culture - Society Department of Yen Bai Commune People's Committee on December 24, 2025. The reply stated clearly: "Have reported to the Commune People's Committee to seek opinions from the Department of Finance to guide the settlement of the source of bonus funds to be paid in 2025 according to Decision No. 4201/QD-UBND dated June 11, 2025 of Ba Vi District People's Committee (old); will guide the school principal as soon as possible".
However, up to now, it has been a month since receiving the above feedback, we have not received any more specific information, instructions or solutions related to the payment of bonuses according to regulations. Therefore, I respectfully request competent authorities to continue to consider, inspect and soon clarify the responsibilities of relevant units, and at the same time provide specific information about the time and plan for paying the grassroots Emulation Soldier bonus to teachers, in order to ensure legitimate rights and in accordance with the law" - the teacher expressed.
Regarding the teachers' feedback, the Department of Culture - Society - Yen Bai Commune People's Committee said that it has compiled a list of 305 individuals with achievements in Decision No. 4201 dated June 11, 2025 of Ba Vi District People's Committee (old), and sent a document to the Economic Department and the Commune People's Committee to ask for opinions on the resolution of the district-level commendation fund before July 1, 2025. The Department of Culture - Society will notify after having the results and guide the school to resolve according to regulations.
