Mr. Pham Ngoc Thuong was born in 1968 and has a PhD in Literature. In 2020, he was appointed by the Prime Minister to the position of Deputy Minister of Education and Training. Previously, he was Chairman of the People's Committee of Lang Son province.
As Deputy Minister of Education and Training, Mr. Pham Ngoc Thuong has been in charge of many areas and sectors of the industry. He is currently in charge of the following areas: planning - finance, facilities, inspection, general education, continuing education, national and international quality assessment and evaluation of general education, student streaming and career guidance, directing the high school graduation exam, developing the team of teachers, education managers, Vietnam Education Publishing House, and the National Foreign Language Project.
During his time working at the Ministry of Education and Training from 2020 to present, Mr. Pham Ngoc Thuong is known as a person who understands and is passionate about education; closely follows and is determined in directing the implementation of work, bringing about efficiency.
He is the direct successor to direct the innovation of general education - implementing the 2018 General Education Program; directly directing the development and promulgation of the high school graduation exam plan from 2025, which has received high consensus from society and is currently actively directing the organization of the first exam according to the innovation plan; advising and directing the development of the draft Law on Teachers - an important legal corridor for managing and developing the teaching force...
Besides his position as Deputy Minister of Education and Training, Mr. Pham Ngoc Thuong is Secretary of the Party Committee of the Ministry of Education and Training.
