Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 156/CD-TTg dated September 3, 2025 to the Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh provinces; Ministers of the Ministries of National Defense, Public Security, Education and Training on focusing on overcoming educational institutions to ensure conditions for opening the new school year for students.
According to the telegram, currently, the work of repairing educational institutions in some localities, especially in Ha Tinh, Thanh Hoa, Nghe An, has not been completed while the time to organize the opening ceremony of the new school year is approaching.
To ensure the organization of the opening ceremony of the new school year for students, especially in areas affected by recent natural disasters, the Prime Minister requested:
Chairmen of the People's Committees of Thanh Hoa, Nghe An, and Ha Tinh provinces have directed a specific review of the work of overcoming educational institutions affected by storm No. 5 and recent natural disasters in the area; continue to mobilize maximum resources and forces (especially the military, police, and youth union members) to speed up progress and speed up further.
This is to repair and completely overcome all schools and school sites with blown roofs, damaged, unsafe areas, repair desks and chairs, supplement books, teaching equipment and learning aids for students.
Ensure safety, eligibility for organizing opening and basic learning conditions for students, do not let students lack schools, classes, teachers, books, and learning materials.
For schools and school sites that have collapsed, are severely damaged and have not been restored or are not safe, there must be a plan to arrange temporary opening and learning locations for students. Complete by September 4 at the latest. Report to the Prime Minister on the implementation results on September 4.
The Minister of Education and Training continues to direct and urge the education sector of localities, especially the provinces of Thanh Hoa, Nghe An, and Ha Tinh, to review and proactively advise local Party committees and authorities to direct and mobilize forces and resources to quickly overcome educational institutions affected by natural disasters.
There is a proactive plan to promptly support books, teaching equipment, and learning aids for educational institutions damaged by natural disasters according to local requests to ensure learning conditions for students at the beginning of the new school year. Synthesize and report to the Prime Minister on the implementation results on September 4.
The Ministers of the Ministries of National Defense and Public Security continue to direct military and police units stationed in the area to mobilize maximum forces to support the cleaning of schools and the repair of educational institutions according to local requests.
Assign Deputy Prime Minister Le Thanh Long to continue directing and urging relevant ministries, branches and localities to implement this telegram.
