Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 151/CD-TTg dated August 29, 2025 on urgently overcoming educational and medical facilities damaged by natural disasters, ensuring learning conditions for students and medical examination and treatment for people.
According to the telegram, many educational and medical facilities were damaged (according to the Ministry of Agriculture and Environment from individual localities, in the recent storm No. 5, 411 schools had their roofs blown off and damaged).
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities, especially the provinces of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Son La, Dien Bien, Phu Tho, Lao Cai, Thai Nguyen (where affected by storm No. 5 and floods, flash floods, landslides, and inundation in July and August):
Directly direct and organize a thorough review, statistics, and full assessment of the level of damage to educational and medical facilities in the area, and the work to overcome the situation to date.
Mobilize the military, police, youth unions, and people to focus on cleaning schools, speeding up the repair and recovery of schools and medical facilities damaged by natural disasters, to be completed before September 1, ensuring the conditions for organizing the opening ceremony of the new school year on time, ensuring medical examination and treatment for people.
Absolutely do not let students lack schools, classes, teachers, clothes, books, teaching equipment and learning materials, do not let people lack medical examination and treatment facilities.
Proactively use local budget reserves at all levels, mobilize all other legal resources to ensure progress.
In cases where it exceeds the local guarantee capacity, the provincial People's Committee proposes support needs from the central government to send to the Ministry of Education and Training, the Ministry of Health, and the Ministry of Finance for handling according to regulations.
The Minister of Education and Training organizes inspection teams to urge localities to deploy cleaning of schools and classrooms, overcome the consequences for educational institutions affected by natural disasters, promptly support localities and educational institutions to ensure conditions for organizing the opening ceremony of the new school year on time as prescribed.
Direct the Directors of the Departments of Education and Training of localities and functional units to grasp the situation of facilities, teaching equipment, textbooks and learning materials, especially for educational institutions in localities affected by storm No. 5 and floods in July and August.
The Minister of Health directs functional units and medical forces at the grassroots level to review and promptly supplement the number of reserve drugs, chemicals, and supplies, ensuring adequate supply of essential medicine for the people.
Organize environmental sanitation, prevent epidemics, ensure food hygiene after floods; do not interrupt emergency care and treatment of patients.
The Ministers of the Ministries of National Defense and Public Security direct military and police units stationed in the area to mobilize maximum forces, vehicles, and materials to support localities affected by recent natural disasters to handle school cleaning, repair damaged educational and medical facilities, and overcome the consequences of natural disasters in general according to local requests.
